MINUTES


Representative Karen Clark, Chair, called the thirty-third meeting to order at 10:40 a.m. on Tuesday, February 9, 2010 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Benson moved that the minutes of September 21, October 29, January 19, and January 28 be adopted. THE MOTION PREVAILED AND THE MINUTES WERE ADOPTED.

The MN Department of Health presented an overview of Environmental Public Health Tracking.

Testified:
Dr. Jean Johnson, PhD, Epidemiologist/Program Director, Environmental Health Tracking and Biomonitoring Program, Minnesota Department of Health.
John Stine, Assistant Commissioner, MN Department of Health

Chair Laine assumed the gavel at 11:28.

Representative Clark moved that HF2582 (Clark), asthma coverage demonstration project medical assistance coverage modified, be re-referred to the Finance Committee.

Representative Clark moved an amendment to HF 2582 (See attached amendment H2582DE1). THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Clark presented HF2582 (Clark), asthma coverage demonstration project medical assistance coverage modified.

Mary Manning, Director, Health Promotion and Chronic Disease Division, Minnesota Department of Health.
Eliza Schell, Healthy Homes Grant Manager, City of Minneapolis.

Representative Clark renewed the motion that HF2582 (Clark), as amended, be re-referred to the Finance Committee. THE MOTION PREVAILED.

Chair Clark re-assumed the gavel at 11:50.

Representative Hayden moved that HF2604 (Hayden), stay of mortgage foreclosure proceedings allowed under certain conditions, and tenants provided rights of foreclosed property, be re-referred to the Committee on Commerce and Labor.

Representative Hayden presented HF 2604 (Hayden), stay of mortgage foreclosure proceedings allowed under certain conditions, and tenants provided rights of foreclosed property.

Testified:

David Skilbred, Vice President of Government Relations, Independent Community Bankers of Minnesota.

Representative McNamara moved to amend the motion to pass without recommendation and be re-referred to the Committee on Commerce and Labor.

Representative McNamara requested a roll-call vote. The results were as follows:

On a vote of 7 Ayes and 5 Nayes, THE MOTION PREVAILED.

Representative Hayden renewed the motion, as amended, that HF2604 (Hayden), pass without recommendation and be re-referred to the Committee on Commerce and Labor. THE MOTION PREVAILED.

The meeting was adjourned at 12:10 p.m.
