MINUTES


Representative Mary Murphy, Chair, called the third meeting to order at 4:31 p.m. on Monday, January 26, 2009 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Murphy called the meeting to order at 4:31 p.m.

A quorum was present.

Chair Murphy explained the committee schedule in regards to the constitutional amendment and various state agencies.

Cristine Almeida of Minneapolis testified to the organization and background of the Vote Yes campaign.

Ken Martin of Eagan testified to the campaign’s historical perspective and what was learned about Minnesotan’s expectations.

Mark Shepard, House Research, testified to what was passed into law in the 2008 session and what was passed by voters in the November election.

Patrick McCormack testified to the timing of the tax collection and responsibility of the legislature in relation to the constitutional amendment that passed in November.

Chair Murphy talked about the photos she brought in and invited members of the committee, staff and members of the public to share the story behind their photos.

Representative Morgan shared his photo and story with the committee.

Representative Urdahl shared his photo and story with the committee.

Representative Lillie shared his photo and story with the committee.

Representative Mack shared her photo and story with the committee.

Ron Soderberg, House Fiscal Analyst, shared his photo and story with the committee.

Daniel Endreson of Minneapolis shared her photo and story with the committee.

Nathan Davis of Golden Valley shared his photo and story with the committee.

John Curry shared his photo and story with the committee.

Mr. Chen shared photos from Representative Howes, who was ill, and photos from members of the public who had left them with the committee and were not present to share them.

Representative Morgan moved that the minutes of January 21, 2009 be adopted
THE MOTION PREVAILED

Mr. Curry spoke to the committee about a DVD called "Cry of the Marsh".

Chair Murphy asked that committee members, staff and members of the public watch "Cry of the Marsh".

Chair Murphy announced a joint hearing on Wednesday, January 28 with the Environment and Natural Resources Finance Division on Minnesota’s waters.

The meeting was adjourned at 6:10 p.m.
