MINUTES


Representative Murphy, Cultural and Outdoor Resources Finance Division, called the meeting to order at 8:10 A.M on March 24, 2010 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

HF3021 (Faust) A bill for an act relating to agriculture; establishing a variable rate fertilizer application equipment grant program; appropriating money; proposing coding for new law in Minnesota Statutes, chapter 17.

Representative Faust, Bill Bond, Executive Director, MN Crop Production Retailers, Craig Jorgenson, B.S. Business Development Specialist, AGCO, and Paul Trcka, M.S., C.P.Ag., C.C.A., CHS Inc., testified.

Chair Murphy moved HF3021 be laid over for possible inclusion in the Cultural and Outdoor Resource Omnibus Bill.

HF3258 (Beard) A bill for an act relating to state government; providing for certain funds established in the constitution to pay for audit costs incurred by the legislative auditor; appropriating money; proposing coding for new law in Minnesota Statutes, chapter 3.

James Nobles, Legislative Auditor, Office of the Legislative Auditor testified.

HF2559 (Gardner) A bill for an act relating to water; requiring public water suppliers to recover the costs of providing service; modifying eligibility for loans and grants administered by the Public Facilities Authority; amending Minnesota Statutes 2008, sections 444.075, subdivision 3; 446A.051, by adding a subdivision.

Representative Gardner, Jeff Freeman, Deputy Director, Public Facilities Authority, Terry Kuhlman, Executive Director, Public Facilities Authority, Craig Johnson, Lobbyist, League of Minnesota Cities, Ruth Hubbard, Executive Director, Minnesota Rural Water Association, testified.

Representative Morgan moved HF2559 be laid over for possible inclusion in the Cultural and Outdoor Resource Omnibus Bill.

HF2632 (Urdahl) A bill for an act relating to state government; appropriating money for the Litchfield Opera House.

Representative Urdahl testified.

Representative Morgan moved M.S. Law Chapter 172 Legislative Guidelines draft four be adopted.

Representative Morgan testified.

Representative Morgan offered "3/23/2010 3:57 pm, MS/HRD" as an amendment to M.S. Law Chapter 172 Legislative Guidelines draft four.

Representative Haws moved an oral amendment to "3/23/2010 3:57 pm, MS/HRD" amendment:
Page 1, line 29, before "scientific" insert "Natural areas, including" and after "areas" insert ",".

Representative Haws withdrew his oral amendment.

Representative Morgan renewed his motion to offer "3/23/2010 3:57 pm, MS/HRD" as an amendment to M.S. Law Chapter 172 Legislative Guidelines draft four.
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Morgan renewed his motion that M.S. Law Chapter 172 Legislative Guidelines draft four, as amended, be adopted.
