MINUTES


Representative Kahn, Chair of the Division, called the meeting to order at 10:40 A.M. on March 23, 2010 in Room 300N of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

HF 2815 (Bly) Fiscal note requirements modified.

Chair Kahn moved that HF 2815 be recommended to pass and be re-referred to the Finance Committee.

Chair Kahn then moved the A10-2409 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Bly testified in support of HF 2815.

Representative Kiffmeyer moved an oral amendment to HF 2815 as follows:

Page 1, line 8, after "of" insert "public and private sector"
Page 1, line 11, after of" insert "public and private sector"

THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Dennis Munkwitz, Chief Financial Officer, Minnesota Management and Budget, responded to member questions.

Chair Kahn moved the following oral amendment to HF 2815:

Page 1, line 15, after "requirements" delete "and state loan repayment obligations"
Page 1, line 16, delete "associated with borrowing from federal funds"

THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Kahn renewed her motion that HF 2815 be recommended to pass, as amended, and be re-referred to the Finance Committee. THE MOTION PREVAILED.

HF 2758 (Lillie) Labor agreements and compensation plans ratified

Representative Bigham moved that HF 2758 be recommended to pass and be re-referred to the Finance Committee.

Representative Lillie testified in support of HF 2758.

Representative Bigham renewed her motion that HF 2758 be recommended to pass and be re-referred to the Finance Committee. THE MOTION PREVAILED.

HF 2613 (Hilstrom) Mediation provided prior to commencement of mortgage foreclosure proceedings on homestead property, and homestead-lender mediation account created.

Chair Kahn moved that HF 2613 be recommended to pass and be re-referred to the Finance Committee.

Representative Hilstrom testified in support of HF 2613.

Kermit Fruechet, Assistant Attorney General, Office of the Attorney General, testified in support of HF 2613.

Steve Johnson, Director of Government Relations, Minnesota Bankers Association, testified against HF 2613.

Kay Urucke, Martin County Recorder, Minnesota County Recorders Association, testified against HF 2613.

Jean Lee, Children’s Hope International, testified in support of HF 2613.

Chair Kahn renewed her motion that HF 2613 be recommended to pass and be re-referred to the Finance Committee. THE MOTION PREVAILED.

The meeting was adjourned at 11:50 A.M.
