MINUTES
Representative Kahn, Chair of the Division, called the roundtable discussion to order at 1:06 P.M. on July 9, 2009 in Room 300 North of the State Office Building.
The Committee Legislative Assistant noted the roll.

A quorum was not present.
Cecile Ferkul, Deputy Legislative Auditor, Eric Wion, IT Audit Manager and Carolyn Engstrom, IT Audit Coordinator, all from the Office of the Legislative Auditor (OLA), gave an overview of their reports Oversight of Information Technology Projects (Report 9-19) and Minnesota State Retirement System (MSRS) (Report 09-23).
Chief Information Officer Gopal Khanna from the Office of Enterprise Technology (OET), introduced his staff that responded to the two OLA reports.
Christopher Buse, Chief Information Security Officer, OET, responded to the OLA report on MSRS, explained that the report was correct but there was not enough funding to implement the program so they are improving their processes as their budget allows.
Dave Bergstrom, Director of MSRS, responded to member questions.
John Lally, Director of Strategic Planning at OET, responded to the OLA report on OET. He explained that baseline standards and minimum security standards need to be created.
Deputy Commissioner Stephanie Andrews and Abigail Reed, Chief Budget Officer, both from the Department of Finance responded to member questions.
Mr. Khanna explained concluded by stating that the processes of the past need to be changed, new collaborations must be encouraged in the future, and alternatives to current funding must be found.
Legislative Auditor Jim Nobles, OLA, explained his concerns about privacy and the security of state information and stated that it comes down to governing and enforcement.
