Representative Hornstein, Chair of the Transportation and Transit Policy and Oversight Division, called the meeting to order at 1:03 P.M. on Wednesday, February 18, 2009 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Welti moved the minutes of February 11, 2009. THE MOTION PREVAILED.

HF85 (Junke) Mounting global positioning systems on windshields authorized. Rep. Hornstein moved that HF85 be recommended to pass and rereferred to the Transportation Finance and Policy Division. THE MOTION PREVAILED.

The following provided the MnDOT Presentation on Workforce Development including Disadvantaged Business Enterprise (DBE) and Employment/On the Job Training (OJT).

The meeting was recessed at 2:33 P.M with the intent to reconvene at 6 P.M. in Room 5 SOB. Representative Hornstein, Chair of the Transportation and Transit Policy and Oversight Division, called the meeting back to order at 6:05 P.M.

HF690 (Hortman) Minnesota Clean Air Act enacted, new motor vehicle decreased emission required, low emission standard adoption required for motor vehicles, and necessary updates provided to comply with the federal Clean Air Act. Rep. Hortman moved the H0690A2 amendment. THE MOTION PREVAILED. Rep. Davids requested a roll call vote be taken on the bill. The following spoke regarding the bill:
