MINUTES


Representative Otremba, Chair of the Committee, called the meeting to order at 2:48 P.M. on, February 16, 2009, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Eken moved approval of the minutes from February 11, 2009.
THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.

Representative Doty moves that HF418 be recommended to pass and re-referred to the Committee on State and Local Government Operations.

HF418(Gardner) relating to noxious weeds; allowing municipalities to adopt ordinances for the eradication of buckthorn

Representative Gardner presented his bill and explained it to the committee.

The following people testified on HF418:

Joan Brainard, Resident of North Oaks, wrote a book about the history of North Oaks:
Quinn Cheney, Policy Director, Minnesota Department of Agriculture
Craig Johnson, Intergovernmental Relations Representative, League of Minnesota Cities

Representative Urdahl moves to amend HF418 as follows;

Page 1, Line 3, delete "eradication" and insert "control"

Page 1, line 10, delete "eradicate" and insert "control"
THE AMENDENT WAS ADOPTED.

Representative Doty moved HF418, as amended be recommended to pass and re-referred to the Committee on State and Local Government Operations.
THE MOTION PREVAILED.

Representative Faust moves that HF710 be recommended to pass and re-referred to the General Register.

HF710 (Faust) relating to agriculture; changing duties of the Food Safety and Defense Task Force; changing membership and procedures of the Minnesota Organic Advisory Task Force; eliminating language requiring two annual reports

The following people testified on HF710:

Quinn Cheney, Policy Director, Minnesota Department of Agriculture
Thom Pederson, Chair, Organic Task Force and Legislative Director, Farmers Union

Representative Faust renewed his motion that HF710 be recommended to pass and re-referred to the General Register.
THE MOTION PREVAILED.
