MINUTES


Representative Gene Pelowski, Chair of the State & Local Government Operations, Reform, Technology and Elections Committee, called the meeting to order at 8:30 A.M. on Thursday, March 26, 2009, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Poppe moved that the minutes of March 25, 2009, be approved. THE MOTION PREVAILED.

Chair Pelowski moved that HF545 be recommended to pass and re-referred to the Committee on Public Safety Policy and Oversight.

Chair Pelowski moved to amend HF545 (see attached H0545DE1). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Champion presented HF545 (Champion), as amended, a bill for an act relating to elections; requiring notice of restoration of civil rights; etc.

There were 9 ayes and 7 nays. THE MOTION PREVAILED.

Chair Pelowski moved that HF622, First Engrossment, be recommended to pass and placed on the General Register.

Chair Pelowski moved to amend HF622, First Engrossment (see attached A09-0160). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Welti presented HF622 (Welti), First Engrossment, as amended, a bill for an act relating to public safety; establishing a grant program to assist local law enforcement agencies to develop or expand lifesaver programs that locate lost or wandering persons who are mentally impaired; authorizing a voluntary advisory task force; providing for rulemaking; etc.

Representative Nelson moved adoption of the Local Government Division Report to HF1378, First Committee Engrossment. THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Representative Morrow moved that HF1378, First Committee Engrossment, be recommended to pass and re-referred to the Committee on Finance.

Representative Morrow presented HF1378 (Morrow), First Committee Engrossment, a bill for an act relating to disasters; establishing local disaster assistance program and local disaster fund; etc.

Representative Juhnke presented HF1367 (Juhnke), First Engrossment, a bill for an act relating to agriculture; changing provisions of the Minnesota Noxious Weed Law; establishing a fund; providing for grants; creating an advisory committee; etc.

Chair Pelowski renewed the motion that HF1367, First Engrossment, be recommended to pass and re-referred to the Committee on Finance. THE MOTION PREVAILED.

Representative Nelson moved adoption of the Local Government Division Report for HF 1501, First Committee Engrossment. THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

Representative Nelson moved that HF1501, First Committee Engrossment, be recommended to pass and placed on the General Register.

Representative Westrom presented HF1501 (Westrom), First Committee Engrossment, a bill for an act relating to the Central Lakes Region Sanitary District; exempting certain bonds from elector approval; authorizing special charges; authorizing dissolution of the district; etc.

Representative Nelson renewed the motion that HF1501, First Committee Engrossment, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

Chair Pelowski moved that HF2146 be recommended to pass and re-referred to the Committee on Finance.

Chair Pelowski presented HF2146 (Pelowski), a bill for an act relating to state government; clarifying Minnesota Management and Budget oversight; establishing the management analysis revolving fund; etc.

Chair Pelowski moved that HF2132 be recommended to pass and re-referred to the Committee on Environment Policy and Oversight.

Chair Pelowski moved to amend HF2132 (see attached
A09-0275). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Gunther presented HF2132 (Gunther), as amended, a bill for an act relating to state government; modifying administration of the Lessard Outdoor Heritage Council; etc.

Representative Kalin moved to amend HF2132, as amended, as follows:
