MINUTES


Representative Gene Pelowski, Chair of the State & Local Government Operations, Reform, Technology and Elections Committee, called the meeting to order at 8:31 A.M. on Tuesday, March 9, 2010, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Poppe moved that the minutes of March 4, 2010, be approved. THE MOTION PREVAILED.

Representative Lanning moved that HF2062 be recommended to pass and sent to the General Register.

Representative Lanning presented HF2062 (Lanning), a bill for an act relating to poverty; establishing the Ladder Out of Poverty Task Force; providing for its membership and duties; providing legislative appointments.

Representative Lanning moved to amend HF2062 (see attached H2062A3). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Lanning renewed the motion that HF2062, as amended, be recommended to pass and sent to the General Register. THE MOTION PREVAILED.

Chairman Pelowski moved that HF2990 be recommended to pass and re-referred to the Committee on Public Safety and Policy Oversight.

Representative Hilstrom presented HF2990 (Hilstrom), a bill for an act relating to guardians ad litem; establishing the State Guardian Ad Litem Board; etc.

Chairman Pelowski moved to amend HF2990 (see attached H2990A2). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chairman Pelowski renewed the motion that HF2990, as amended, be recommended to pass and re-referred to the Committee on Public Safety and Policy Oversight. THE MOTION PREVAILED.

Chairman Pelowski moved that HF2928 be recommended to pass and sent to the General Register.

Representative Champion presented HF2928 (Champion), a bill for an act relating to state government; modifying provisions governing observance of Juneteenth; etc.

Chairman Pelowski renewed the motion that HF2928 be recommended to pass and sent to the General Register. THE MOTION PREVAILED.

Chairman Pelowski moved that HF1780 be recommended to pass and sent to the General Register.

Chairman Pelowski moved to amend HF1780 (see attached A10-2274). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Sailer presented HF1780 (Sailer), as amended, a bill for an act relating to state government; requiring revisor of statutes to survey recipients of free state publications.

Representative Kahn moved to amend HF1780, as amended, as follows:

Page 1, line 7, delete "shall", insert "must"

Page 1, line 15, delete "shall" and insert "must", and later in the sentence, delete "shall" and insert "must"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chairman Pelowski renewed the motion that HF1780, as amended, be recommended to pass and sent to the General Register. THE MOTION PREVAILED.

Chairman Pelowski moved that HF2360 be recommended to pass and sent to the General Register.

Representative Davnie presented HF2360 (Davnie), a bill for an act relating to Special School District No. 1, Minneapolis; providing for two members appointed by Special
School District 1, Minneapolis, on the Minneapolis redistricting commission; establishing standards.

Members of the committee suggested various amendments to HF2360 for consideration.

HF2360 was laid over.

Chairman Pelowski moved that HF3143 be recommended to pass and be sent to the General Register.

Representative Nornes presented HF3143 (Nornes), a bill for an act relating to tourism; amending council membership requirements; etc.

Chairman Pelowski renewed the motion that HF3143 be recommended to pass and sent to the General Register. THE MOTION PREVAILED.
