MINUTES
Representative Denny McNamara, Chair of the Committee on Environment, Energy and Natural Resources Policy and Finance called the eighteenth meeting to order at 8:15 a.m. on February 17, 2011, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present at 8:17 a.m.

Julie Blackburn, Assistant Director for the Minnesota Board of Water and Soil Resources, (BWSR) presented the BWSR budget.

H.F. 498 (Cornish) No net loss of state hunting land.

Representative Cornish presented H.F. 498

H.F. 332 (Drazkowski) State-owned land acreage net increase prohibited.

Representative Drazkowski presented H.F. 332.

Kent Sulem, General Counsel for the Minnesota Association of Townships, Wayne Brandt, Executive Director of the Minnesota Forrest and Timber Producers Industry, Gary Botzek, Conservation Federation, Don Arnosti, National Audobon Society, Lance Ness, President of the Fish and Wildlife Legislative Alliance, Tom Jes, citizen, Chris Radatz, Director of Public Policy for the Farm Bureau, Dan Larson, Minnesota Rural Counties Caucus and Garry Leaf, Execture Director for Sportsmen for Change testified on H.F. 498 and H.F. 332.

Marty Vadis, Director of the Division of Lands and Minerals with the Minnesota Department of Natural Resources (D.N.R.) and Daniel Roark, Lawyer for the Division of Lands and Minerals for the D.N.R gave an overview of School Land Trust.

Chair McNamara laid H.F. 498 and H.F. 332 over.

Representative Torkelson moved that the minutes from the committee meeting on February 16, 2011 be adopted. THE MOTION PREVAILED.

The meeting was adjourned at 10:03 a.m.
