MINUTES
Representative Denny McNamara, Chair of the Committee on Environment, Energy and Natural Resources Policy and Finance called the sixty-seventh meeting to order at 8:46 a.m. on March 22, 2012 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

H.F. 2316 (Sanders) Concrete diamond grinding and saw slurry disposal provision required in highway construction, improvement, or repair contracts.

Rep. Sanders presented H.F. 2316.

Rep. McNamara moved that H.F. 2316 be passed and placed on the General Register.

Rep. McNamara moved the H2316DE1 amendment. THE MOTION PREVAILED. The amendment was adopted.

Kirk Koudelka, MN Pollution Control Agency and Joe Bagnoli, Concrete Paving Association of MN, testified on H.F. 2316.

Rep. McNamara renewed his motion that H.F. 2316 be passed, as amended, and placed on the general register. THE MOTION PREVAILED.

H.F. 2343 (Howes) Freedom to Hunt and Fish Act of 2012 enacted, availability of game and fish licensees required by electronic transaction, and money appropriated

Rep. Hackbarth moved that H.F. 2343 be passed, as amended, and placed on the General Register. THE MOTION PREVAILED.

H.F. 2171 (Hackbarth) Game and fish; various provisions modified relating to licensing, wolf hunting, wild animal hunting and transporting, department authority and duties, walk-in access program, predator control program, deer baiting, beaver removal, receipt disposition, venison donation program, snowmobile registration and operation, watercraft license fees, and shooting ranges; and money appropriated.

Rep. Hackbarth presented H.F. 2171.

Rep. Hackbarth moved that H.F. 2171 be passed and re-referred to the Committee on Ways and Means.

Rep. Hackbarth moved the A12-0816 amendment. THE MOTION PREVAILED. The amendment was adopted.

Ed Boggess, MN Department of Natural Resources, testified on H.F. 2171.

Page 27, line 26, after "inches" insert "and less than seven and one-half inches".
Page 27, line 28, delete "with the opening no greater than 81".
Page 27, line 29 delete "square inches" and "of the".

THE MOTION PREVAILED. The amendment was adopted.

Representative Dill moved that the minutes from the committee meeting on March 21, 2012 be adopted. THE MOTION PREVAILED.

S.F. 2493 (Ingebrigtsen) Legacy bill; outdoor heritage fund, clean water fund, parks and trails fund, environment and natural resources trust fund appropriations and provisions modifications.

Rep. Urdahl presented S.F. 2493.

Rep. McNamara moved that S.F. 2493 be passed and re-referred to the Committee on Ways and Means.

Rep. McNamara moved to amend S.F. 2493 as follows:

Delete all the language in S.F. 2493 and insert the language from H.F. 2430.

THE MOTION PREVAILED. The amendment was adopted.

Rep. McNamara moved the H2430A14 amendment. THE MOTION PREVAILED. The amendment was adopted.

Rep. Torkelson moved the H2430A16 amendment.

Kirk Koudelka, MN Pollution Control Agency and John Tuma, Conservation MN, testified on S.F. 2493.

Rep. Torkelson moved to orally amend the H2430A16 amendment as follows:

Page 1, Line 1, delete "H.F. 2430", insert "S.F. 2493".

THE MOTION PREVAILED. The amendment to the amendment was adopted.
