MINUTES
Representative Denny McNamara, Chair of the Committee on Environment, Energy and Natural Resources Policy and Finance called the forty-fourth meeting to order at 8:53 a.m. on May 3, 2011, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

H.F. 1097 (McNamara) Pesticide control modified, acquisition provided, peatland protection modified, fees and fee disposition modified, invasive species provisions modified, cash match requirements modified, state water trails and waysides modified, Mineral Coordinating Committee modified, citizen oversight committees provided, adopt-a-WMA program created, definitions modified, recreational vehicle operating provisions modified, dual registration of motorcycles provided, nonresident off-road vehicle state trail pass required, watercraft titling modified, special vehicle use on roadways modified, oxygenated gasoline requirements modified, Water Law modified, local ordinance requirements modified, waste management provisions modified, landfill cleanup program modified, environmental review requirements modified, rulemaking moratorium established, and money appropriated.

Rep. McNamara moved that H.F. 1097 be recommended to pass and be re-referred to the Committee on Ways and Means.

Rep. McNamara moved the H1097DE1-2 delete-all amendment to H.F. 1097. THE MOTION PREVAILED. The amendment was adopted.

Rep. McNamara presented H.F. 1097.

Rep. Torkelson moved the H1097A6 amendment. THE MOTION PREVAILED. The amendment was adopted.

Bob Meier, MN Department of Natural Resources testified on H.F. 1097.

Rep. Hackbarth moved the A11-0405 amendment. THE MOTION PREVAILED. The amendment was adopted.

Omnibus environment policy bill. The DE amendment to HF1097 will be available Monday morning (4/2/11).
