MINUTES
Representative Denny McNamara, Chair of the Committee on Environment, Energy and Natural Resources Policy and Finance called the fifty-fourth meeting to order at 8:17 a.m. on February 21, 2012, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Fabian moved that the minutes from the committee meeting on February 16, 2012 be adopted. THE MOTION PREVAILED.

H.F. 1796 (Hackbarth) Snowmobile agent registration provided, snowmobile registration and trail sticker requirements modified, fees modified, and disposition of fees provided.

Bob Meier, MN Department of Natural Resources (D.N.R), Ron Potter, D.N.R, Doug Franzen, MN United Snowmobiler's Association, Jim Hirst, MN Deputy Registrar’s Office, Jeff Orth, MN Deputy Registrar’s Office testified on H.F. 1796.

H.F.1796 was laid over.

H.F. 1797 (Hackbarth) Showmobile metal traction devices prohibition modified.

H.F. 2228 (Wagenius) Natural resources commissioner prohibited from purchasing land at more than 20 percent above estimated market value.

Rep. Wagenius presented H.F.2228.

Rep. Wagenius moved the H2228A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

H.F. 2228 was laid over.

H.F. 2343 (Howes) Freedom to Hunt and Fish Act of 2012 enacted, availability of game and fish licensees required by electronic transaction, and money appropriated.

Rep. Howes presented H.F. 2343.

Rep. Howes moved the H2343A2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Bob Meier, MN D.N.R., and Rodman Smith, MN D.N.R., testified on H.F. 2343.

H.F. 2343 was laid over.

H.F. 2371 (McNamara) State park and recreation area appropriation and operation continuation when biennial appropriations have not been enacted.

Rep McNamara presented H.F. 2371.

Rep. McNamara moved the JTA05 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
