MINUTES

Representative Abeler, Chair of the Health and Human Services Finance Committee, called the meeting to order at 12:36 P.M. on February 22, 2011, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Schomacker assumed the gavel at 12:39 P.M.

Alex Bartolic, Disability Services Director, Minnesota Department of Human Services, and Bob Held, Nursing Facility Rates and Policy Director, Minnesota Department of Human Services, presented an overview on Nursing Home Geographic Rate Distribution and ICF/DD (ICF/MR) facilities.

Representative Schomacker officially called the meeting to order at 12:46 P.M.

A quorum was present.

Representative McDonald moved that the minutes from the committee meeting on February 17, 2011, be approved. THE MOTION PREVAILED.

HF19 (Urdahl) Nursing facility operating rates changed.

Representative Abeler moved that HF19 be laid over for possible inclusion in the omnibus bill.

Representative Urdahl, Annette Schroeder, Director of Nurses, Hill Top Care Center, Beverly Mueller, Administrator for Long Term and Acute Care, Paynesville Area Health Care System, and Dennis Loch, Hill Top Care Center, testified on HF19.

Representative Schomacker renewed Representative Abeler's motion that HF19 be laid over for possible inclusion in the omnibus bill.

HF239 (Persell) Clearwater County; ICF/MR facility daily rate increased.

Representative Murphy moved that HF239 be laid over for possible inclusion in the omnibus bill.

Representative Persell, Representative Hancock, and Don Blooflat, Administrator, Pine Ridge Facility, testified on HF239.

Representative Schomacker renewed Representative Murphy’s motion that HF239 be laid over for possible inclusion in the omnibus bill.

HF272 (Nornes) Otter Tail County; two nursing facilities' operating payment rate increase provided.

Representative Schomacker moved that HF272 be laid over for possible inclusion in the omnibus bill.

Representative Bud Nornes, and Bob Held, Nursing Facility Rates and Policy Director, Minnesota Department of Human Services, testified on HF272.

Representative Schomacker renewed his motion that HF272 be laid over for possible inclusion in the omnibus bill.

HF315 (Fritz) Long-term care provider rate increases provided.

Representative Fritz moved that HF315 be laid over for possible inclusion in the omnibus bill.

Karen Thompson, Care Taker, Sonja Lemire, Parkview Care Center, SEIU Healthcare MN, Mark Kirwin, SEIU Healthcare MN, Jane Ochrymowycz, Seniors and Workers for Quality Care, Lynne Zimmerman, Minnesota Adult Day Services, Bruce Nelson, Chief Executive Officer, ARRM, and Mike McCalip, AFSCME Council 65, testified on HF315.

Representative Schomacker renewed Representative Fritz’s motion that HF315 be laid over for possible inclusion in the omnibus bill.

The meeting was adjourned at 2:25 P.M.
