MINUTES

Representative Abeler, Chair of the Health and Human Services Finance Committee, called the meeting to order at 12:34 P.M. on February 28, 2012, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Abeler called the meeting to order at 12:34 P.M.

A quorum was not present.

Chair Abeler officially called the meeting to order at 12:35 P.M.

A quorum was present.

Representative Liebling moved that the minutes from the committee meeting on February 23, 2012, be approved. THE MOTION PREVAILED.

Dr. Ted Thompson, MD, Professor of Pediatrics, Neonatologist, University of MN Amplatz Children's Hospital, and Dr. Catherine M. Bendel, MD, Associate Professor of Pediatrics, Director, Neonatal-Perinatal Medicine Fellowship Program, University of MN Amplatz Children’s Hospital, presented the Prematurity Task Force Report.

Representative Kiffmeyer assumed the gavel at 1:02 P.M.

HF2294 (Abeler) Group residential housing provider supplementary rate provided, general assistance program modified, and early childhood learning and child protection facilities modified.

Chair Abeler moved that HF2294 be recommended to pass and held over for possible inclusion in the omnibus bill.

Representative Abeler, and Francie Mathes, Department of Human Services, testified on HF2294.

Chair Abeler moved the H2294A1 amendment.

Chair Abeler moved to incorporate the H2294A1 amendment into HF2294. THE MOTION PREVAILED.

Representative Kiffmeyer held HF2294 over for possible inclusion in the omnibus bill.

HF2408 (Abeler) Disability services parental contributions, personal care assistance program state agency hearings, assessment and support planning, congregate rate reduction, housing with services consultation, foster care licensing moratorium, and residential settings for home and community-based services modified; and Community First Choice Option developed.

Chair Abeler moved that HF2408 be recommended to pass and held over for possible inclusion in the omnibus bill.

Chair Abeler, Susie Schatz, Lutheran Social Service of MN, Heidi Holste, Care Providers of MN, Carrie Thurlow, Aging Services of MN Anne Henry, Attorney at Law, Minnesota Disability Law Center, Allen Potvin, Fosston, MN, Phyllis Wojchik, Mental Health Providers Association of MN, Bruce Nelson, Chief Executive Officer, ARRM, and Barb Turner, ARRM, testified on HF2408.

Chair Abeler moved the H2408A1 amendment.

Chair Abeler withdrew the H2408A1 amendment.

Chair Abeler moved the H2408A2 amendment.

Chair Abeler withdrew the H2408A2 amendment.

Chair Abeler moved the H2408A3 amendment.

Chair Abeler withdrew the H2408A3 amendment.

Representative Kiffmeyer held HF2408 over for possible inclusion in the omnibus bill.

The meeting was adjourned at 2:13 P.M.
