MINUTES
Representative Gottwalt, Chair, of the Health and Human Services Reform Committee, called the meeting to order at 2:31P.M.on February 16, 2011, in Room 200 of the State Office Building.
The Committee Legislative Assistant noted the roll.

A quorum was not present.
HF 262 (Mack) Community paramedics added to the list of community health workers.
Representative Mack moved that HF262 be recommended to pass and be sent to the Committee on Health and Human Services Finance.
Representative Mack moved the
DE2 amendment. THE AMENDMENT WAS ADOPTED.
Representative Mack moved to orally amend HF262, as amended, by L. 24, delete "Office of Rural Health" and insert "Minnesota Department of Health". THE ORAL AMENDMENT WAS ADOPTED.
Representative Gottwalt officially called the meeting to order at 2:44 P.M. A quorum was present.
Representative Kiffmeyer moved the approval of the minutes of February 15, 2011 THE MOTION PREVAILED.
Representative Murphy moved to orally amend HF262 by: P.2 L.2.3 Delete "must" and insert "may". THE ORAL AMENDMENT WAS INCORPORATED.
Testifying on HF262 were Representative Mack, Dr. Mike Wilcox, Ambulance Medical Director, Linda Hamilton, RN, President of MN Nurses Association, Rene Cronquist, Director of Practice and Policy, MN Board of Nursing.
Representative Mack renews her motion the HF262, as amended, be recommended to pass and be referred to the committee on Health and Human Services Finance. THE MOTION PREVAILED.
Representative Mack assumed the gavel at 3:27 P.M.
HF199 (Gottwalt) Freedom of Choice in Health Care Act; freedom of choice in health care for every resident of Minnesota declared, and statement of public policy provided.
Representative Gottwalt moved that HF199 be recommended to pass and re-referred to the Committee on Government Operations and Elections.
Representative Gottwalt moved to orally amend HF199 by: delete P.3, L3.12 thru L.3.17.
THE ORAL AMENDMENT WAS ADOPTED.
Testifying on HF199 were Representative Gottwalt, Twila Brase, Council on Health Freedom and Dr. Robert Geist.
Representative Gottwalt renewed his motion that HF199, as amended, be recommended to pass and be referred to the Committee on Government Operations and Elections.
Representative Quam requested a roll call. The results were as follows:
Voting YEA were Representatives Gottwalt, Mack, Abeler, Barrett, Benson
Franson, Gruenhagen, Kiffmeyer, Lohmer, McDonald, McElfatrick, and Quam.
Voting NAY were Representatives Fritz, Hosch, Huntley, Liebling, Loeffler, Moran, Murphy, Norton, and Peterson.
On a vote of 12 AYES and 9 NAYS THE MOTION PREVAILED.
The meeting was adjourned at 4:17 P.M.
