HEALTH AND HUMAN SERVICES REFORM COMMITTEE

MINUTES

Representative Gottwalt, Chair, of the Health and Human Services Reform Committee, called the meeting to order at 2:33 P.M.on February 22, 2011, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was not present.

HF235 (Holberg) Hannah's Law enacted by modifying cardiopulmonary resuscitation requirements for child care center staff.

Representative Gottwalt moved that HF235 be recommended to pass and be sent to the General Register.

Representative Gottwalt moved the DE1 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on HF235 were Representative Holberg, Ron Edlund, Erin Kornich, Health & Safety Director, American Red Cross Twin Cities Area Chapter.

Representative Gottwalt renewed his motion that HF235, as amended, be recommended to pass and be sent to the General Register. THE MOTION PREVAILED.

Representative Gottwalt officially called the meeting to order at 2:45. A quorum was present.

Representative Franson moved the approval of the minutes of February 16, 2011 THE MOTION PREVAILED.


Representative Gottwalt renewed his motion that HF235, as amended, be recommended to pass. THE MOTION PREVAILED.

HF135 (Hackbarth) Well regulation authority modified.

Representative Gottwalt moved that HF135 be recommended to pass and be referred to the Committee on Government Operations and Elections.

Representative Abeler assumed the gavel at 3:55 P.M.

Representative Gottwalt assumed the gavel at 3:57 P.M.

Testifying on HF135 were Representative Hackbarth, Kevin Hoppe, H & H Wells, David Traut, Traut Wells, Mayor Sarah Reinhart, City of Spring Lake Park, Mayor John Dietz, City of Elk River and Chair of Utilities Commission, Troy Adams, Elk River Municipal Utilities, Craig Johnson, League of Minnesota Cities and Linda Bruemmer, Minnesota Department of Health, Division of Environmental Health.

Representative Liebling requested a roll call. The results were as follows:

Voting YEA were Representatives Gottwalt, Mack, Abeler, Barrett, Benson
Franson, Gruenhagen, Kiffmeyer, Lohmer, McDonald, McElfatrick, and Quam.

Voting NAY were Representatives Fritz, Liebling, Loeffler, Moran, Norton, and Peterson.

On a vote of 12 AYES and 6 NAYS THE MOTION PREVAILED.

The meeting was adjourned at 4:17 P.M.
