MINUTES
Representative Gottwalt, Chair, of the Health and Human Services Reform Committee, called the meeting to order at 2:34 P.M. on March 16, 2011, in Room 200 of the State Office Building.
The Committee Legislative Assistant noted the roll.

A quorum was not present.
HF936 Holberg Abortions at or after 20 weeks gestational age prohibited unless exceptions apply and civil and criminal penalties provided.
The meeting was officially called to order at 2:40 P.M. A quorum was present.
Representative Gottwalt moved that HF936 be recommended to pass and be re-referred to the Floor.
Representative Barrett moved that the minutes of March 15, 2011 be approved. THE MOTION PREVAILED.
Representative Gottwalt moved the
H0936DE1 amendment. THE AMENDMENT WAS ADOPTED.
Testifying on HF936 were Representative Holberg, Andrea Rau, Minnesota Citizens Concerned for Life, Father Andrew Cozzens, Minnesota Catholic Conference and the Archdiocese of St. Paul and Minneapolis, Micah Olsen, Ms. Alicia Hempel, Professor David Schultz, and Dr. Carrie Ann Terrell.
Representative Gottwalt renewed his motion that HF936, as amended, be recommended to pass.
THE MOTION PREVAILED.
HF795 Hoppe Human services commissioner instructed to initiate a foreign reciprocal agreement.
Representative Gottwalt moved that HF795 be recommended to pass and be re-referred to the Committee on Judiciary Policy and Finance.
Testifying on HF795 were Representative Hoppe and Heidi Shea, constituent.
Representative Gottwalt renewed his motion that HF795 be recommended to pass and be re-referred to the Committee on Judiciary Policy and Finance. THE MOTION PREVAILED.
HF311 Hayden Supplemental contracts authorized.
Representative Gottwalt moved HF311 for consideration.
Representative Hayden and Curt Haats, Hennepin County Human Services and Public Health CFO testified on HF311.
Representative Gottwalt moved to lay the bill over for possible inclusion in the omnibus bill.
The meeting was adjourned at 4:04 P.M.
