MINUTES

Representative Lanning, Chair of the State Government Finance Committee, called the meeting to order at 8:15 a.m. on January 20, 2011, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Kahn was excused.

A quorum was present.

Representative Urdahl moved that the minutes from the committee meeting on January 19, 2011, be approved. THE MOTION PREVAILED.

Chair Lanning introduced Representative Holberg as an Ex-Officio Member of the Committee.

Chair Lanning moved that HF127 be recommended to pass and re-referred to the Ways and Means Committee.

Representative McNamara testified on HF127.

Representative Simon moved that HF127 be amended as follows: Page 1, Line 7 before the period insert "before July 1, 2013," and requested a roll-call vote.

The following eight members voted in favor of the motion: GAUTHIER, GREENE, HAYDEN, LILLIE, MURPHY, SIMON, SLAWIK, and WINKLER.

The following twelve members voted against the motion: LANNING, BENSON, ANDERSON, BANAIAN, DOWNEY, GUNTHER, LEIDIGER, LOHMER, McELFATRICK, MURRAY, STENSRUD, and URDAHL.

THE MOTION DID NOT PREVAIL (8 - 12). THE AMENDMENT TO HF127 WAS NOT ADOPTED.

Representative Winkler requested a roll-call vote on HF 127.

Chair Lanning moved that HF127 be recommended to pass and be re-referred to the Ways and Means Committee.

The following twelve members voted in favor of the motion: LANNING, BENSON, ANDERSON, BANAIAN, DOWNEY, GUNTHER, LEIDIGER, LOHMER, McELFATRICK, MURRAY, STENSRUD, and URDAHL.

The following eight members voted against the motion: GAUTHIER, GREENE, HAYDEN, LILLIE, MURPHY, SIMON, SLAWIK, and WINKLER.

THE MOTION PREVAILED (12-8).

Representative Gunther moved HF125.

Representative Gunther moved the A11-0024 amendment to HF125. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Gunther testified on HF125, as amended.

Representative Anderson testified on the H0125A1 amendment to HF125.

Representative Simon moved that the H0125A1 amendment to HF125 be amended as follows: Page 1, Line 4, before the comma insert "and through June 30, 2013," and requested a roll-call vote.

The following eight members voted in favor of the motion: GAUTHIER, GREENE, HAYDEN, LILLIE, MURPHY, SIMON, SLAWIK, and WINKLER.

The following twelve members voted against the motion: LANNING, BENSON, ANDERSON, BANAIAN, DOWNEY, GUNTHER, LEIDIGER, LOHMER, McELFATRICK, MURRAY, STENSRUD, and URDAHL.

THE MOTION DID NOT PREVAIL (8 - 12). THE AMENDMENT TO THE H0125A1 AMENDMENT TO HF127 WAS NOT ADOPTED.

Representative Anderson moved the H0125A1 amendment to HF125. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Minnesota State Auditor Rebecca Otto; Dana Wheeler, Executive Director of the Minnesota Government Engineers Council; Beth Fraser, Director of Government Affairs for the Office of the Minnesota Secretary of State; and Minnesota Management and Budget Commissioner Jim Schowalter testified on HF125.

Representative Winkler moved to lay HF125, as amended, on the table and requested a roll-call vote.

The following eight members voted in favor of the motion: GAUTHIER, GREENE, HAYDEN, LILLIE, MURPHY, SIMON, SLAWIK, and WINKLER.

The following twelve members voted against the motion: LANNING, BENSON, ANDERSON, BANAIAN, DOWNEY, GUNTHER, LEIDIGER, LOHMER, McELFATRICK, MURRAY, STENSRUD, and URDAHL.

THE MOTION DID NOT PREVAIL. HF 125 WAS NOT LAID ON THE TABLE.

Representative Greene requested a roll-call vote on HF125.
Representative Gunther moved that HF125, as amended, be recommended to pass and re-referred to the Ways and Means Committee.
The following twelve members voted in favor of the motion: LANNING, BENSON, ANDERSON, BANAIAN, DOWNEY, GUNTHER, LEIDIGER, LOHMER, McELFATRICK, MURRAY, STENSRUD, and URDAHL.

The following eight members voted against the motion: GAUTHIER, GREENE, HAYDEN, LILLIE, MURPHY, SIMON, SLAWIK, and WINKLER.

THE MOTION PREVAILED (12-8).
The meeting was adjourned at 10:05 a.m.
