MINUTES

Representative Lanning, Chair of the State Government Finance Committee, called the meeting to order at 8:26 a.m. on March 1, 2012, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Leidiger moved that the minutes from the committee meeting on February 29, 2012, be approved. THE MOTION PREVAILED.

HF2003 (Woodard) Racing Commission and State Lottery operations allowed on an ongoing basis.

Chairman Lanning moved that HF2003 be recommended to pass and re-referred to the Ways and Means Committee.

Chairman Lanning moved to orally amend the delete-everything 2003UE1 amendment: line 2.7 and line 2.8 delete ", within the meaning of Article XI, section 1, of the Minnesota Constitution,". THE ORAL AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Chairman Lanning moved the H2003UE1 amendment. THE AMENDMENT WAS ADOPTED.

Chairman Lanning renewed his motion that HF2003 be recommended to pass, as amended, and re-referred to the Ways and Means Committee. THE MOTION PREVAILED.

At 8:38 a.m., Vice Chairman Benson assumed the gavel.

The committee heard a presentation from the Department of Administration on bonding priorities.

HF2169 (Beard) State agency rule review and reporting methods provided.

Vice Chair Benson moved that HF2169 be recommended to pass and be referred to the Environment, Energy, and Natural Resources Policy and Finance.

Vice Chair Benson moved to orally amend the H2169A2 amendment: line 1.5 delete "and" and insert "to". THE ORAL AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Vice Chair Benson moved the H2169A2 amendment, as amended. THE AMENDMENT WAS ADOPTED.

Vice Chair Benson renewed his motion that HF2169 be recommended to pass, as amended, and re-referred to the Environment, Energy, and Natural Resources Policy and Finance Committee. THE MOTION PREVAILED.

The committee adjourned at 9:58 a.m.
