MINUTES

Representative Beard, Chair of the Transportation Policy and Finance Committee, called the meeting to order at 12:33 P.M. on Monday, April 11, 2011, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Vogel moved that the minutes from the committee meeting on April 5, 2011 be approved. THE MOTION PREVAILED.

HF615 (Buesgens) Driver education requirements modified for obtaining an instruction permit.

Representative Buesgens moved HF615.

Representative Buegens moved an oral amendment to HF615 as follows:
Page 1, line 16, delete "home-classroom" and insert "home school"
Page 1, line 19, strike "homeschool" and insert "home school" in both places
Page 2, line 1, delete "or has completed." THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF922 (Kiel) Collector emergency vehicles allowed to display and use nonconforming colored lights.

Representative Kiel moved that HF922 be recommended to pass and re-referred to the Committee on Public Safety and Crime Prevention Policy and Finance.

Representative Kiel moved the H0922A1 amendment.

Representative Kiel moved to incorporate the H0922A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Kiel renewed her motion that HF922, as amended, be recommended to pass
and re-referred to the Committee on Public Safety and Crime Prevention Policy and Finance.

Chair Murdock recessed the committee at 2:15 P.M.

Chair Beard reconvened the committee at 4:25 P.M.

HF1032 (Torkelson) Prevailing hours of labor requirements modified.

Representative Vogel moved that HF1032 be recommended to pass and re-referred to the General Register.

Representative Vogel amended his motion that HF1032 be recommended to pass and re-referred to the General Register and moved that HF1032 be recommended to pass and re-referred to the Committee on Jobs and Economic Development Finance. THE MOTION PREVAILED.

Representative Murdock assumed the gavel at 5:05 P.M.

HF1348 (Beard) Railroad property exempted from storm sewer or storm water utility assessments, levies, or charges.

Representative Beard moved that HF1348 be recommended to passed and re-referred to the General Register.

Pierre Willette, City of Minneapolis.

Representative Beard amended his motion that HF1348 be recommended to pass and re-referred to the General Register and moved that HF1348 be recommended to pass and re-referred to the Committee on Taxes. THE MOTION PREVAILED.

HF1284 (Beard) Train crews exempted from driver's license requirement.

Representative Beard moved that HF1284 be recommended to pass and re-referred to the General Register.

Representative Beard moved the H1284DE1 amendment.

Representative Beard modified the H1284DE1 amendment as follows:
Page 2, line 32, delete "assistant engineer."

Representative Beard moved to incorporate the H1284DE1 amendment, as modified. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Beard presented HF1284
Testifying: David Brown, Brotherhood of Locomotive Engineers and Trainmen.

Representative Beard renewed his motion that H1284 be recommended to pass, as amended, and re-referred to the General Register. THE MOTION PREVAILED.
