MINUTES

Representative Holberg, Chair of the Ways and Means Committee, called the meeting to order at 8:00 A.M. on April 5, 2011, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Holberg officially called the meeting to order at 8:01 A.M. A quorum was present.

SF760 (Hann): Omnibus health and human services appropriations.

Representative Abeler moved SF 760 be recommended to pass and be placed on the General Register.

Representative Abeler moved to delete the language in SF 760 and insert the language of HF 927 First Engrossment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Abeler moved the H0927A82-1 Amendment.

Representative Abeler moved the H0927A104 Amendment to the H0927A82-1 Amendment. THE MOTION PREVAILED. THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Abeler moved the H0927A82-1 Amendment, as amended. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Kiffmeyer moved the H0927A103 Amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Carlson moved the A11-0260 Amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

CARLSON, BRYNAERT, BUESGENS, CHAMPION, EKEN, GREILING, HORNSTEIN, HUNTLEY, LENCZEWSKI, SLAWIK, WAGENIUS

Not present:
HACKBARTH, KAHN, PELOWSKI, RUKAVINA

On a vote of 11 Yeas and 15 Nays, THE MOTION DID NOT PREVAIL.

Representative Abeler moved SF 760, as amended, be recommended to pass and be placed on the General Register.

Representative Carlson moved to amend the Abeler motion as follows:

Insert "without certification" after "be recommended to pass"

Representative Carlson requested a roll call.

The following sixteen members voted Nay:
HOLBERG, DOWNEY, ABELER, ANDERSON, B., ANDERSON, S., BEARD, BUESGENS, DAVIDS, GAROFALO, GUNTHER, HOWES, KIFFMEYER, LANNING, MCNAMARA, NORNES, WESTROM

The following ten members voted Yea:
CARLSON, BRYNAERT, CHAMPION, EKEN, GREILING, HORNSTEIN, HUNTLEY, LENCZEWSKI, SLAWIK, WAGENIUS

Not present:
HACKBARTH, KAHN, PELOWSKI, RUKAVINA

On a vote of 10 Yeas and 16 Nays, THE MOTION DID NOT PREVAIL. THE AMENDMENT WAS NOT ADOPTED.

Representative Carlson requested a roll call vote on SF 760, as amended.

The following eleven members voted Nay:
CARLSON, BRYNAERT, BUESGENS, CHAMPION, EKEN, GREILING, HORNSTEIN, HUNTLEY, LENCZEWSKI, SLAWIK, WAGENIUS

The following fifteen members voted Yea:

On a vote of 15 Yeas and 11 Nays, THE MOTION PREVAILED.

HF8 (Gottwalt): Healthy Minnesota contribution program established, and plan required to redesign service delivery for lower-income MinnesotaCare enrollees, and Minnesota Comprehensive Health Association required to offer a high-deductible, basic plan.

Representative Holberg moved HF 8 be recommended to pass and be placed on the General Register.

Representative Holberg renewed her motion that HF 8 be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

The meeting was adjourned at 9:48 P.M.
