MINUTES

Representative Poppe, Chair of Committee on Agriculture Policy, called the meeting to order at 12:30 p.m. Thursday, March 14, 2013 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Hamilton introduced HF407, (Hamilton) AGRI money appropriated.

Representative Hamilton moved that HF407 pass without recommendation and be re-referred to the Committee on Environment, Natural Resources and Agriculture Finance.

Sandy Ludemann, MARL Board Member, testified on HF407.

Bob Zelenka, Executive Director, Minnesota Grain and Feed Association, testified on HF407.

Jerry Schoenfeld, Minnesota Association of Agriculture Educators, testified on HF407 and agricultural programs in Minnesota, specifically in the metropolitan area.

Representative Hamilton renewed his motion that HF407 pass without recommendation and be re-referred to the Committee on Environment, Natural Resources and Agriculture Finance. THE MOTION PREVAILED.

Representative Erickson moved approval of the minutes from Wednesday, March 6, Thursday, March 7, and Wednesday, March 13, 2013. THE MOTION PREVAILED.

Representative Torkelson introduced HF595, (POPPE) establishing a honey bee habitat program.

Chair Poppe moved that amendment H0595A1 be adopted.

Chair Poppe incorporated a change to the H0595A1 amendment as follows:

Page 1, line 4, delete “including” and insert “include”.

Chair Poppe renewed her motion that the H0595A1 amendment as incorporated be adopted. THE MOTION PREVAILED. THE AMENDMENT, AS INCORPORATED, WAS ADOPTED.

Marla Spivak, Professor, University of Minnesota, Department of Entomology, testified on HF595, as amended.

Chair Poppe moved that HF595, as amended, be recommended to pass and re-referred to the Committee on Environment, Natural Resources and Agriculture Finance. THE MOTION PREVAILED.

Representative Wills introduced HF757, (Wills) Minnesota Zoo wild animal exemptions provided.

Chair Poppe moved that HF757 be approved and re-referred to the Committee on Environment and Natural Resources Policy.

Chair Poppe moved to adopt amendment H0757A1. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Paul Anderson Ph.D., Assistant Director, Minnesota Board of Animal Health, testified on HF757, as amended.

John Apitz, Messerli and Kramer, testified on behalf of the Minnesota Zoo regarding HF757, as amended.

Chair Poppe renewed her motion that HF757, as amended, be recommended to pass and re-referred to the Committee on Environment and Natural Resources Policy. THE MOTION PREVAILED.

The meeting was adjourned at 1:53 p.m. Thursday, March 14, 2013.
