MINUTES

Representative Mullery, Chair of Committee on Early Childhood and Youth Development Policy, called the meeting to order at 4:08PM Wednesday, January 30, 2013 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Brynaert moved to approve the minutes from Tuesday, January 29, 2013. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Representative Moran moved that HF107 be recommended to pass and rereferred to the committee on Health and Human Services Finance.

Representative Moran presented HF107(Moran), Child care assistance absent days modified.

Representative Moran moved to amend HF107 (See attached amendment H0107A1). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Testifying in favor of HF107, as amended:
Cisa Keller, Minnesota Child Care Association
Kimberly Osborn, Director of Catholic Charities, Northside Child Development Center
Erica Jackson, parent

Representative Moran renewed her motion that HF107, as amended, be recommended to pass and rereferred to the committee on Health and Human Services Finance. THE MOTION PREVAILED.

Mary Orr, Department of Human Services, provided an overview of the Parent Aware Rating System pilot program for childcare facilities.

Deb Swenson-Klatt, Department of Human Services, provided on overview of specific requirements and costs demanded of providers to improve the rating of their facility.

Karen Cadigan, Department of Education Office of Early Learning, was asked to provide information on how Governor Dayton's budget will affect scholarships for childcare providers attempting to improve their rating.

Laura Zrust, Deputy Inspector General at Department of Human Services, provided a general overview of childcare licensing in Minnesota.

The meeting was adjourned at 5:30PM.
