MINUTES

Representative Mullery, Chair of Committee on Early Childhood and Youth Development Policy, called the meeting to order at 4:08PM Wednesday, March 6, 2013 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Myhra moved to approve the minutes of Tuesday, February 26, 2013; Wednesday, February 27, 2013; and Tuesday, March 5, 2013. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Representative Moran moved that HF1141 be recommended to pass and rereferred to the committee on Education Finance.

Representative Moran presented HF1141 (Moran), Homeless children qualified for early educational services.

Representative Moran renewed her motion to recommend HF1141 to pass and be rereferred to the committee on Education Finance. THE MOTION PREVAILED.

Representative Moran moved that HF1142 be recommended to pass and be rereferred to the committee on Health and Human Services Finance.

Representative Moran presented HF1142 (Moran), Minnesota Families and Children Assistance Program Act created, MFIP and child care assistance programs modified, commissioner provided directions, revisor instructed to change terminology, and money appropriated.

Representative Melin moved to amend HF1142, as follows:

Page 1, delete section 1

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Kresha moved to amend HF1142, as amended, as follows:

Page 5, line 4, after "counties" insert ", which must include at least one county that is not a metropolitan county, as defined in Minnesota Statutes, section 473.121, subdivision 4,"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Moran renewed her motion to recommend HF1142, as amended, to pass and be rereferred to the committee on Health and Human Services Finance. THE MOTION PREVAILED.

Representative Loeffler presented HF1047 (Loeffler), Maternal depression outreach, public education, and screening development required, medical assistance eligibility expanded for pregnant women and infants, commissioner of human services required to provide technical assistance related to maternal depression screening and referrals, parenting skills added to adult rehabilitative mental health services, Minnesota health care program outreach expanded, reports required, and money appropriated.

Representative Laine renewed her motion to recommend HF1047 to pass and be rereferred to the committee on Health and Human Services Policy. THE MOTION PREVAILED.
