MINUTES

Representative Mullery, Chair of Committee on Early Childhood and Youth Development Policy, called the meeting to order at 5:42PM Thursday, March 7, 2013 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Moran moved to approve the minutes of Wednesday, March 6, 2013. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Representative Brynaert moved that HF631 be recommended to pass and be rereferred to the committee on Higher Education.

Representative Brynaert moved to amend HF631 (See attached amendment H0631A1). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Brynaert presented HF631 (Brynaert), as amended, Board of Trustees of the Minnesota State Colleges and Universities and commissioner of human services required to convene a summit related to mental health and workforce development issues, and legislative report required.

Representative Brynaert renewed her motion to recommend HF631, as amended, be passed and rereferred to the committee on Higher Education Policy and Finance. THE MOTION PREVAILED.

Page 2, delete Sec. 3 Subd. 2

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Mullery moved to amend HF950, as amended, (See attached amendment H0950A1) modified, as follows:

Page 1, line 6, 10 and 16, delete 5 and insert 4

Page 1, line 1.22, change the word "issued" to "issues"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Nelson presented HF950 (Nelson), as amended, Family child care providers collective bargaining authorized.

Representative Franson moved to amend HF950 (See attached amendment H0950A11) and requested a roll call.
