MINUTES

Representative Mullery, Chair of Committee on Early Childhood and Youth Development Policy, called the meeting to order at 4:12PM, Tuesday, March 12, 2013 in Room 400N of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Laine moved to approve the minutes of Thursday, March 7, 2013. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Representative Mullery moved that HF622 be recommended to pass and rereferred to the committee on Government Operations.

Representative Marquart presented HF622 (Marquart), Minnesota Youth Council Committee established.

Representative Mullery renewed his motion to recommend HF622 be passed and rereferred to the committee on Government Operations. THE MOTION PREVAILED.

Representative Norton presented HF1338 (Norton), as amended, Parent notification required for incidents that may involve child maltreatment in a school facility.

Representative Mullery moved that HF510 be recommended to pass and rereferred to the committee on Jobs and Economic Development Finance and Policy.

Representative Dehn presented HF510 (Dehn), State agencies required to establish youth internships or apprenticeships, utilization of small businesses encouraged in state procurement, and ethnic and cultural heritage tourism promoted.

Representative Mullery renewed his motion to recommend HF510 be passed and rereferred to the committee on Jobs and Economic Development Finance and Policy. THE MOTION PREVAILED.

Representative Laine moved that HF1121 be recommended to pass and rereferred to the committee on Health and Human Services Policy.

Representative Norton presented HF1121 (Norton), Prepaid health plans modified to include screening, diagnosis, and treatment of young children with autism spectrum disorder or other developmental conditions.

Representative Laine renewed her motion to recommend HF1121 be passed and rereferred to the committee on Health and Human Services Policy. THE MOTION PREVAILED.

Representative Abler presented HF890 (Abler), as amended, Anoka County; family child care pilot program established.

Representative Laine moved to amend HF890, as amended, as follows:

Page 2, line 10, before the period insert “, except that subdivision 2, paragraph (a), is effective the day following final enactment.”

Representative Mullery presented HF807 (Mullery), as amended, Predatory offender registration limited for persons under the age of 18 years, and time period and renewals allowed for a continuance without adjudication in a juvenile delinquency case extended.

Page 3, line 14, after the first “paragraph” insert “(a),”

Renumber the clauses in sequence and correct internal references

Representative Mullery withdrew his motion.

Representative Mullery moved that HF1217 be passed and rereferred to the committee on Judiciary Finance and Policy without recommendation. THE MOTION PREVAILED.
