MINUTES

Representative Marquart, Chair of the Committee on Education Finance, called the meeting to order at 8:17 AM, April 11, 2013 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Quam moved the minutes of April 10, 2013 be approved.
THE MOTION PREVAILED.

Public testimony on the delete-all amendment (A13-0404) to the omnibus education finance bill (HF630) was provided by the following individuals:

Superintendent Valeria Silva, St. Paul Public Schools; Superintendent Bernadeia Johnson, Minneapolis Public Schools; Scott Croonquist, Association of Metro School Districts;
Grace Keliher, Minnesota School Board Association; Colleen Moriarty, Hunger Solutions Minnesota; Samuel Chu, MAZON; Jan Ormasa, Minnesota Administrators for Special Education; Connie Hayes, Superintendent of Independent School District 916; and Sandy Lewandowski, Superintendent of Independent School District 287.

The meeting recessed at 9:49 AM.

The meeting resumed in room 5 at 6:30 PM.

Public testimony on the delete-all amendment (A13-0404) to the omnibus education finance bill (HF630) continued and was provided by the following individuals:

Roger Aronson, Minnesota Association of Secondary School Principals/Minnesota Elementary School Principals' Association; Eugene Piccolo, Minnesota Association of Charter Schools; Gary Amoroso, Minnesota Association of School Administrators; Joel Carlson, Congress of Minnesota Resorts; Joe Bagnoli, Minnesota State Agricultural Society; Cyndy Christ, Minnesota Association of Colleges for Teacher Education; Jim Bartholomew, Minnesota Business Partnership; Amy Walstien, Minnesota Chamber of Commerce; Jan Alswager, Education Minnesota; Linda Sandvig, Literacy Action Network; Kathy Saltzman, Students First; Sam Walseth, Minnesota Rural Education Association; Barb Mechura, School Nutrition and Libraries; Brad Lundell, Minnesota Association for Pupil Transportation/Schools for Equity in Education; Matthew Mohs of Saint Paul Public Schools; and Karen Hynick of Minnesota State Colleges and Universities.

Chair Marquart moved HF630 (Marquart) Omnibus K-12 Education Policy and Finance Bill.

Chair Marquart moved the A13-0404 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Marquart moved the H0630A10-2 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Mariani moved the H0630A4 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Brynaert moved the H0630A14 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Newton moved the H0630A18 amendment. Elaine Keefe testified to the amendment.

Representative Woodard moved to amend the amendment as follows: Page 1, after line 2, insert "Page 81 delete subdivisions 18 and 19 Page 138, line 19, delete "$13,513,000" and insert "$17,013,000" Page 138, line 20, delete "$13,763,000" and insert "$18,464,000"" Page 1 after line 9, insert "Page 148, line 22, delete "$19,214,000" and insert "$18,464,000" Page 148, line 23, delete "$19,386,000" and insert "$18,636,000"" Barb Mechura of School Nutrition and Libraries testified to the amendment. THE MOTION DID NOT PREVAIL AND THE AMENDMENT WAS NOT ADOPTED.

Representative Newton renewed his motion that the A18 amendment be adopted. THE MOTION DID NOT PREVAIL AND THE AMENDMENT WAS NOT ADOPTED.

Representative Morgan moved the H0630A19 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Newton moved the H0630A21 amendment. THE MOTION DID NOT PREVAIL AND THE AMENDMENT WAS NOT ADOPTED.

CHAIR MARQUART LAID OVER HF630, AS AMENDED.

The meeting adjourned at 9:50 PM.
