Representative Hausman, chairing the joint committee, called the meeting to order at 8:00AM, March 4th, 2014 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

The following bills and testifiers were heard for informational purposes only:

HF1501 (Murphy, M.) Library accessibility and improvement grant program funding provided, bonds issued, and money appropriated. Elaine Keefe, Minnesota Library Association and Pat Conley, Washington County Library Director testified in support of the bill.

HF2034 (Fritz) Minnesota State Academies funding provided for asset preservation, a new dormitory, and Pollard Hall renovation; bonds issued; and money appropriated. Brad Harper, Superintendent and Randy Dirks, Physical Plant Director testified in support of the bill.

A Perpich Center agency bonding request was heard. Sue Mackert, Executive Director and Bill Nash, Building Maintenance Foreman testified.

HF2047 (Anzelc) Independent School District No. 317, Deer River, funding provided for building renovation, bonds issued, and money appropriated.

HF2049 (Anzelc) Independent School District No. 318, Grand Rapids, Myles Reif Center for the Performing Arts funding provided, bonds issued, and money appropriated. Mary Ives, advocate for the Reif Center and Executive Director David Marty testified in support of the bill.

HF2345 (Gunther) Jackson; library funding provided, bonds issued, and money appropriated.
Jennifer Feely-Bromeland, City Administrator for the City of Jackson testified in support of the bill.

HF2378 (Davnie) Early education programs and developmental screening aid funding increased, English language learner services extended, adult basic education funding increased, charter school authorized to access lease aid for facilities leased from a school district, funding provided, bonds issued, and money appropriated. - sections 2, 3 and 15 only. Jim Grathwol, Government Relations Director of Minneapolis Public Schools testified in support of the bill

HF2645 (Davnie) Early childhood facilities in Minneapolis. Becky Rohloff, CEO and President of YWCA of Minneapolis and Stephanie Gerster; parent of a child who attends the YWCA early childhood education program testified in support of the bill.

HF2565 (Newton) Establishing the Books 4 Bricks program. Rob Jacobs from Brooklyn Park, Minnesota testified in support of the bill.

Members’ questions and comments were addressed throughout each bill presentation and testimony.

The meeting was adjourned at 9:25AM.
