MINUTES

Representative Mariani, Chair of Committee on Education Policy, called the meeting to order at 10:03 A.M. February 19, 2013 in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Barrett moved that the minutes of February 14, 2013 be approved. THE MOTION PREVAILED.

Vice Chair Brynaert assumed the gavel at 10:06 A.M.

Rep. Mariani moved that H.F. 247 be recommended to pass and be re-referred to the Committee on Education Finance

Rep. Mariani presented H.F. 247 (Mariani); Implementing integration revenue replacement advisory task force recommendations

The following people testified on H.F. 247:

Mary Gilbert, Saint Paul Public Schools
Jeff Pope, School Integration Council

Representative Sondra Erickson moved to amend H.F. 247, (see attached amendment H0247A7). THE MOTION DID NOT PREVAIL. THE AMENDMENT WAS NOT ADOPTED

Representative Sondra Erickson moved to amend H.F. 247, (see attached amendment H0247A5). THE MOTION DID NOT PREVAIL. THE AMENDMENT WAS NOT ADOPTED

Representative Sondra Erickson moved to amend H.F. 247, (see attached amendment H0247A8).

Representative Mariani requested to divide the Erickson amendment H0247A8 into three parts, as follows:

Amendment A:
Page 1, lines 1.1 -1.27
Page 2, lines 1.1 -2.4

Amendment B:
Page 2, line 2.5 to line 2.9

Amendment C:
Page 2, line 2.10 to line 2.15

The committee voted on Amendment A: THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Mariani withdrew his request for a division of the remaining parts of the amendment. The amendment now before the committee, is amendment B, the combined former parts B and C.)

Representative Mariani moved to amend H.F. 247, as amended, with amendment B. THE MOTION DID NOT PREVAIL. THE AMENDMENT WAS NOT ADOPTED.

Representative Sondra Erickson moved to amend H.F. 247, as amended, (see attached amendment H0247A2)

Representative Sondra Erickson requested a roll call on the motion

There were 6 AYES, 12 NAYS, 3 ABSENT. THE MOTION DID NOT PREVAIL. THE AMENDMENT WAS NOT ADOPTED.

There were 7 AYES, 11 NAYS, 3 EXCUSED. THE MOTION DID NOT PREVAIL. THE AMENDMENT WAS NOT ADOPTED.

Rep. Mariani renewed the motion that H.F. 247, as amended, be recommended to pass and be re-referred to the Committee on Education Finance. THE MOTION PREVAILED.

The meeting was adjourned at 11:34 A.M.
