MINUTES

Representative Wagenius, Chair of the Committee on Environment, Natural Resources, and Agriculture Finance, called the meeting to order at 8:18 a.m., Thursday, March 7th, 2013 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Chair Wagenius moved HF116 be heard and recommended to be laid over for possible inclusion in the Environment, Natural Resources and Agriculture Finance Omnibus bill.

HF116 (Johnson) St. Paul; Pig's Eye Regional Park funding provided, bonds issued, and money appropriated.

Representative Johnson, S., presented HF116 and answered questions from members of the Committee.

Daniel McGuiness - Eastside Resident, introduced himself for the record, spoke in support of HF116 and answered questions from members of the Committee.

Donald Arnosti, Policy Director - Audubon Minnesota, introduced himself for the record and spoke in support of HF116 and answered questions from members of the Committee.

Chair Wagenius renewed her motion that HF116, be laid over for inclusion in the Environment, Natural Resources and Agriculture Finance Omnibus bill.

Arne Stefferud, Manager of Regional Parks and Natural Resources - Metropolitan Council, introduced himself for the record and presented the Governor's budget for the Metropolitan Regional Park System and answered questions from members of the Committee.

Vice-Chair Falk assumed the gavel at 8:49 a.m.

Jeff Schoenbauer, Planning and Design Consultant, introduced himself for the record, presented an overview of Greater Minnesota Regional Parks and Trails Overview and answered questions for members of the Committee.

Chair Wagenius resumed the gavel at 9:10 a.m.

Representative Bly moved approval of the committee meeting minutes for Feb 28th. THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.



Brian Rice, Minneapolis Parks and Trails, introduced himself for the record, presented an overview of Minneapolis Parks and Trails and answered questions from members of the Committee.

Vice-Chair Falk assumed the gavel at 9:19 a.m.

Chair Wagenius resumed the gavel at 9:23 a.m.

Mike Kimble, Saint Paul Parks and Trails - City of Saint Paul, introduced himself for the record, and gave an overview of Saint Paul Parks and Trails.

Jason McGrew-King - Three Rivers Park Districts, introduced himself for the record, and gave an overview on the Three Rivers Park District.

Courtland Nelson, Director, Parks and Trails Division - Minnesota Department of Natural Resources, introduced himself for the record and addressed the Committee on the DNR proposals.

The meeting was adjourned at 9:46 a.m.
