MINUTES

Representative Wagenius, Chair of the Committee on Environment, Natural Resources, and Agriculture Finance, called the meeting to order at 8:15 a.m., Tuesday, March 12th, 2013 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present

Vice-Chair Falk moved approval of the minutes for March 5th and March 7th. THE MOTION PREVAILED. THE MINUTES WERE APPROVED

Vice-Chair Falk assumed the gavel at 8:19 a.m.

HF1113 (Wagenius) - Environment and natural resources trust fund money appropriated, and requirements for land acquisition with trust fund money modified.

Rep Wagenius moved that HF1113 be recommended to pass and re-referred to the Committee on Ways and Means.

Rep Wagenius explained the bill (HF1113) and answered questions for members of the committee.

Susan Thornton, Director - Legislative Coordinating Commission for Minnesota Resources (LCCMR) introduced herself for the record, testified on HF1113 and was available to answer questions from members of the Committee.

Rep Hansen moved to amend HF1113 as follows - Page 28, line 19, after "approved" insert ", prior to the acquisition," THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep Wagenius moved to amend HF1113 as amended (see attached amendment H1113A2). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep Wagenius moved to amend HF1113 as amended (see attached amendment H1113A3).

Bob Meier, Senior Administrative Officer - Department of Natural Resources, answered questions for members of the committee regarding the proposed amendment.

Rep Torkelson moved to amend the amendment H1113A3 and requested a roll call on the motion.

Rep Wagenius renewed her motion to amend HF1113 with H1113A3 as amended. THE MOTION PREVAILED. THE AMENDMENT AS AMENDED WAS ADOPTED.

Rep Hansen moved to amend HF1113 as amended (see attached amendment H1113A5). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep Hansen moved to amend HF1113 as amended (see attached H1113A6 amendment).

Rep Hamilton requested a roll call on the motion.

Rep Wagenius renewed her motion that HF1113 as amended be recommended to pass and referred to the Committee on Ways and Means. THE MOTION PREVAILED.

HF322 (Erickson, R.) - Minnesota Agriculture Education Leadership Council extended.

Rep Erickson moved HF322 be recommended to pass and laid over for possible inclusion in the Environment, Natural Resources and Agriculture Finance omnibus bill.

Rep Erickson renewed his motion that HF322 be recommended to pass and laid over for possible inclusion in the Environment, Natural Resources and Agriculture Finance omnibus bill.

HF322 was laid over for possible inclusion in the Environment, Natural Resources and Agriculture Finance omnibus bill.

HF311 (Dill) - Minnesota forests for the future program money appropriated.

Rep Dill moved HF311 be recommended to pass and laid over for possible inclusion in the Outdoor Heritage Omnibus Finance bill.

Rep Dill moved to amend HF311 (see attached H0311A1 amendment). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep Dill explained the bill (HF311) as amended and answered questions from members of the committee.

Bob Meier, Senior Administrative Officer - Department of Natural Resources, answered questions for members of the committee regarding HF311.

Rep Dill moved to amend HF311 as amended as follows - line 1.6, delete "2014" and insert "2015" THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Falk renewed the motion that HF311 as amended be laid over for possible inclusion in the Outdoor Heritage Omnibus Finance bill.

The meeting was adjourned at 9:50 a.m.
