MINUTES

Representative Liebling, Chair of the Committee on Health and Human Services Policy, called the meeting to order at 2:21 PM, March 13, 2013 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present

Representative Ward moved the minutes of March 12 be approved. Motion prevailed. Minutes approved.

Chair Liebling moved that HF861 (Sundin) Statewide text message suicide prevention program funding provided, and money appropriated, be recommended to pass and re-referred to the Health and Human Services Finance Committee.

Representative Sundin presented information on HF861.

The following individuals testified:
Dr. Mark Kuppe, CEO Canvas Health
Dave Lee, Carlton County Public Health and Human Services

Chair Liebling allowed time for member questions and answers provided by Dr. Kuppe and Mr. Lee.
Chair Liebling renewed her motion that HF861 be recommended to pass and re-referred to the Health and Human Services Finance Committee. Motion prevailed.

Chair Liebling moved that HF779 (Atkins) Health plan policy and contract coverages regulated, state law conformed to federal requirements, and health plan market rules established, be passed and re-referred to the Health and Human Services Finance Committee.

Representative Atkins presented information on HF779.

Chair Liebling allowed time for member questions and answers provided by the testifiers and Representative Atkins.

Representative Loeffler provided information on amendment H0779A8.

Representative Loeffler moved the oral amendment to amendment H0779A8 as follows:
Line 1.3 delete "delete" and insert "after", and delete "and".
Line 1.4 delete "delete" and insert "after", and delete "and".

Representative Loeffler moved that amendment H0779A8 as amended be adopted. The motion prevailed. Amendment adopted.

Representative Loeffler provided information on amendment H0779A9.

Representative Loeffler moved the oral amendment to amendment H0779A9 as follows:
On line 1.2 delete "health" and insert "hospital".

The follow individuals testified:
Kelly Wolf, Children's Hospitals and Clinics

Representative Loeffler withdrew amendment H0779A9.

Chair Liebling renewed her motion that HF779 be passed as amended and re-referred to the Health and Human Services Finance Committee.

Representative Schomacker requested a division vote. The results were 11 AYES and 5 NAYS. The motion prevailed. Amendment adopted.

The committee recessed at 3:47 PM

The committee reconvened at 7:53 PM

Representative Fritz moved that HF886 (Fritz) Nursing facility and elderly waiver rate increases provided, be recommended to pass and re-referred to the Health and Human Services Finance Committee.

Representative Fritz moved that amendment H0886A1 be adopted. Motion prevailed. Amendment adopted.

Representative Fritz presented information on HF886.

At 7:59 PM Chair Moran assumed the gavel

Chair Moran allowed time for member questions and answers provided by Representative Fritz.

Representative Fritz renewed her motion that HF886 be recommended to pass as amended and re-referred to the Health and Human Services Finance Committee. Motion prevailed.

Representative Loeffler moved that HF766 be recommended to pass and re-referred to the Health and Human Services Finance Committee.

Representative Loeffler moved that amendment H0766A1 be adopted. Motion prevailed. Amendment adopted.

Representative Loeffler presented information on HF766.

The following individuals testified:

Chair Moran allowed time for member questions and answers.

Representative Loeffler renewed her motion that HF766 be recommended to pass as amended and re-referred to the Health and Human Services Finance Committee. Motion prevailed.
