HIGHER EDUCATION FINANCE AND POLICY COMMITTEE
MINUTES

Representative Gene Pelowski, Chair of the Committee on Higher Education Finance and Policy, called the meeting to order at 12:30 PM on April 15, 2013, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Chair Pelowski moved that HF1692 be recommended to pass and be re-referred to the Committee on Ways and Means.

Chair Pelowski presented HF1692 (Pelowski) A bill for an act relating to higher education; providing funding for the Board of Trustees of the Minnesota State Colleges and Universities, the Board of Regents of the University of Minnesota, and the Office of Higher Education; appropriating money.

Chair Pelowski moved to amend HF1692. (See attached Amendment H1692DE1.)

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Pelowski moved to amend HF1692, as amended. (See attached Amendment H1692A4.)
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Winkler moved to amend HF1692, as amended. (See attached Amendment A13-0474.)

Emily Adriaens, House Fiscal Analyst, and Matt Gehring, House Research, explained the proposed amendment and responded to questions.

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Pelowski renewed his motion that HF1692, as amended, be recommended to pass and be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Rep. Lien moved that HF983 be recommended to pass and placed on the General Register.

Rep. Lien presented HF983, a bill for an relating to higher education; making technical, conforming, policy and clarifying changes to provisions related to higher education law; modifying provisions related to the higher education advisory council, student grants and aid, and school licensure and registration; modifying procedures related to terminating institutions from financial aid programs; modifying certain definitions; modifying dissemination of certain data; etc.

Rep. Lien moved to amend HF983. (See attached Amendment H0983DE1.)

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Lien renewed his motion that HF983, as amended, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

Representative Dorholt moved that the minutes of April 8, 2013, be approved. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.
