MINUTES

Chair Mahoney called the meeting to order at 12:31 PM, Thursday, March 13, 2014 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll; and a quorum was present.

Chair Mahoney moved to recommend HF1970 (McNamar) to be laid over for possible inclusion on the omnibus bill.

Testifiers: Mick Miller, Plant Supervisor of Denco II, Morris, MN.

Rep. Norton moved HF2268 (Rosenthal) and recommended it to be re-referred to the committee on Taxes. Chair Mahoney moved to approve the HF2268A2 amendment. Motion prevailed. Chair Mahoney moved to approve the A14-0858 amendment. Motion prevailed.

Testifiers: Jeff Missling, CEO, Spine Thera; Katie Clark Sieben, Commissioner of DEED; Jeff Nelson, Director, Angel Tax Credit Program; Genevieve Plumadore, LifeScience Alley; Pramote Hochareon, Nirvamed.

Chair Mahoney moved to recommend HF2268 (Rosenthal) to be re-referred to Taxes. Motion prevailed.

Rep. Norton moved to recommend that HF2633 (Norton) be re-referred to Taxes. Motion prevailed.

Chair Mahoney moved HF2262 (McNamar) to be laid over for possible inclusion on the omnibus bill. Chair Mahoney moved to approve the A1 amendment. Motion prevailed.

Testifiers: Mike Jacobson, Certified Building Official, City of Benson; Patrick Hynes, League of Minnesota Cities; and John Rajkowski, Director of Legislative Affairs, DOLI.

Chair Mahoney adjourned the meeting at 2:00 pm for recess until 6:00 pm.

Chair Mahoney reconvened the meeting to order at 6:00 pm.

Rep. Hortman moved and recommended HF2543 (Hortman) to be re-referred to the committee on Civil Law.

Testifier: Kirk Koudelka, Assistant Commissioner, MN Pollution Control Agency.

Chair Mahoney renewed the motion to re-refer HF2543 (Hortman) to Civil Law. Motion prevailed.

Chair Mahoney moved to recommend HF2670 (Dehn) be laid over for possible inclusion on the omnibus bill.

Testifiers: Carl Peterson, Vice Chair of the MN Board of Architecture; Dennis Martenson, Engineer and Board Member; and Doreen Frost, Licensing Director.

Chair Mahoney renewed the motion to lay over HF2670 (Dehn) for possible inclusion on the omnibus bill.

Rep. Norton moved HF2650 (Norton) to be laid over for possible inclusion on the omnibus bill.

Testifier: David Hancox, ED Metropolitan Center for Independent Living.

Rep. Norton renewed her motion.

Rep. Isaacson moved to recommend HF1866 (Morgan) be re-referred to Government Operations. Chair Mahoney made an oral amendment, moving to delete the number “4” after the word “section” in line 1.2 and insert “5,” and to delete number “4” after “Sec.” in line 1.3, and insert “5.” Rep. Isaacson moved the H1866A4 amendment.

Testifiers: Tony Sertich, Commissioner, IRRRB

Chair Mahoney renewed the motion to move HF1866, as amended, to be re-referred to Government Operations. Motion prevailed.

Chair Mahoney adjourned the meeting at 7:19 PM.
