MINUTES

Representative Paymar, Chair of the Committee on Public Safety Finance and Policy, called the meeting to order at 10:08 a.m. Tuesday, March 12, 2013 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Kieffer and members welcomed visiting students from Burnsville High School.

H.F. 946 (Liebling) Underage possession or consumption of alcohol immunity provided for a person seeking assistance for self or another.

Chair Paymar moved that H.F. 946 be recommended to pass and be re-referred to the Committee on Judiciary Finance and Policy.

Chair Paymar renewed his motion that H.F. 946 be recommended to pass and be re-referred to the Committee on Judiciary Finance and Policy. THE MOTION PREVAILED.

H.F. 485 (Allen) Director of child sex trafficking prevention established, sexually exploited youth provisions modified, grant programs established and amended relating to combating sexual exploitation of youth, related services and housing provided to victims, and money appropriated.

Chair Paymar moved that H.F. 485, the first engrossment, be recommended to pass and be re-referred to the Committee on Health and Human Services Finance.

H.F. 1226 (Cornish) Enhanced penalties provided for causing the death of or assaulting a prosecuting attorney.

Rep. Cornish moved that H.F. 1226 be recommended to pass and be re-referred to the Committee on Judiciary Finance and Policy.

Rep. Cornish renewed his motion that H.F. 1226 be recommended to pass and be re-referred to the Committee on Judiciary Finance and Policy. THE MOTION PREVAILED.

H.F. 669 (Simonson) Statewide Radio Board expanded and updated to include the latest emergency communication technologies, Statewide Radio Board authorized to elect to become a statewide emergency communication board, tribal governments included in regional board structure, and comprehensive authority provided under board to address all emergency communications.

Rep. Simonson moved that H.F. 669 be recommended to pass and be placed on the General Register.

Rep. Simonson renewed his motion that H.F. 669 be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

H.F. 997 (Rosenthal) Statewide Radio Board required to study and report on long-term funding strategies for the ARMER and 911 systems.

Rep. Rosenthal moved that H.F. 997 be recommended to pass and be placed on the General Register.

Rep. Rosenthal renewed his motion that H.F. 997 be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

H.F. 1043 (Simon) Emergency 911 call new crimes created.

Rep. Simon moved that H.F. 1043 be recommended to pass and be re-referred to the Committee on Judiciary Finance and Policy.

Rep. Simon renewed his motion that that H.F. 1043 be recommended to pass and be re-referred to the Committee on Judiciary Finance and Policy. THE MOTION PREVAILED.

Rep. Cornish moved that the minutes of the March 7, 2013 meeting be approved. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.
