MINUTES

Representative Murphy, Chair of Committee on State Government Finance and Veterans Affairs, called the meeting to order at 12:00 March 21, 2013 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Ward presented HF 573 (Ward) Public employees insurance program regulated, and school employer participation required.

Chair Murphy moved that HF 573 be recommended to pass.

Representative Simon presented HF 699 (Simonson) Public safety personnel on authorized leave reimbursement grants provided to local units of government.

Rep. Bernardy moved that HF 334 be recommended to pass and be re-referred to the committee on Ways and Means.

Rep. Benson requested a roll call vote on HF 334.

Rep. Bernardy moved to adopt H0334A2 amendment. THE MOTION PREVAILED. AMENDMEND WAS ADOPTED.

Representative Hansen presented HF 136 (Hansen) Public official definition expanded in campaign finance and public disclosure law, and clarifying changes provided.

Rep. Simon moved that HF 136 be recommended to pass and be re-referred to the committee on Ways and Means.

Rep. Simon moved to adopt H0136A7 amendment. THE MOTION PREVAILED. AMENDMENT WAS ADOPTED

Rep. Simon renewed motion that HF 136, as amended, be recommended to pass and be re-referred to the committee on Ways and Means. THE MOTION PREVAILED.

Rep. Simon moved that HF 894 be recommended to pass and be re-referred to the committee on Ways and Means.

Chair Murphy withdrew H0894A28 amendment.

Representative Simon presented HF 894 (Simon) Election law technical and clarifying changes made including provisions related to absentee voting, redistricting, ballots, registration, voting, caucuses, campaigns, the loss and restoration of voting rights, vacancies in nomination, county government structure, and election administration; electronic roster pilot project and task force provided; Uniform Faithful Presidential Electors Act established; reports required; and money appropriated.

Rep. Simon offered amendment H0894A29 and offered to orally amend the amendment:

Line 1.8 strike $27,000 and insert "$17,000", strike $17,000 and insert "$13,000"

THE MOTION PREVAILED. H0894A29 WAS ADOPTED AS ORALLY AMENDED.

Rep. Simon renewed the motion that HF894, as amended, be recommended to pass and be re-referred to the committee on ways and means. THE MOTION PREVAILED.

Rep. Simon moved that HF 637 be recommended to pass and be re-referred to the committee on Ways and Means.

Rep. Simon moved to adopt H0637A5 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Halverson presented HF 637 (Halverson) Voter registration provisions modified, election administration procedures modified for individuals who have been convicted of a felony, and money appropriated.

Rep. O'Driscoll moved to adopt H0637A3 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. O'Driscoll withdrew H0637A4 amendment.

Rep. Simon renewed the motion that HF 637, as amended, be recommended to pass and re-referred to the committee on Ways and Means. THE MOTION PREVAILED.

Rep. Kahn moved HF 1291

Representative Kahn presented HF 1291 (Kahn) Appropriations provided to continue in effect with certain exceptions and adjustments.

Rep. Kahn renewed the motion that HF 1291 be laid over for possible inclusion in the State Government Finance Omnibus bill. THE MOTION PREVAILED.

Chair Murphy stated HF 1184 will be an informational hearing and the committee will not take action on it.

The meeting was adjourned at 2:10 PM.

- HF573 and all of the elections bills have already passed through various policy committees so the goal for discussion at this meeting is to focus on fiscal issues that impact committee accounts.
- HF136 and HF334 have already been heard - no additional testimony or amendments will be taken.
- No action will be taken on HF 1184 and will focus on language items not already covered in agency overviews.
