Representative Carlson, Chair of the Ways and Means Committee, called the meeting to order at 2:19 P.M. on Tuesday, April 9, 2013, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. McNamara moved approval of the minutes of Monday, April 8, 2013. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Rep. Mahoney moved that HF729, First Engrossment, be recommended to pass and placed on the General Register.

Rep. Mahoney presented HF729, First Engrossment, (Mahoney) Omnibus Jobs and Economic Development Finance Bill.

Rep. Gunther moved to amend HF729, First Engrossment, as amended. (See attached amendment H0729A30). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Atkins moved to amend HF729, First Engrossment, as amended. (See attached amendment H0729A33).

Ben Gerber, Minnesota Chamber of Commerce submitted written information about this proposed amendment. Mr. Gerber was available for questions.

Rep. Atkins incorporated an oral amendment to Amendment H0729A33, as follows:

Rep. Atkins moved that HF1682, First Engrossment, be recommended to pass and placed on the General Register.

Rep. Atkins presented HF1682, First Engrossment (Atkins) Omnibus Commerce and Consumer Protection Finance Bill.

Rep. Atkins moved to amend HF1682, First Engrossment. (See attached amendment H1682A8).

Mary Hartnett, Executive Director, Commission of Deaf, DeafBlind and Hard of Hearing Minnesotans, responded to questions regarding the proposed amendment H1682A8.

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Hilstrom moved to amend HF1682, First Engrossment, as amended. (See attached amendment H1682A9)

Rep. Clark moved that HF1344, First Engrossment, be recommended to pass and placed on the General Register.

Rep. Clark moved to amend HF1344, First Engrossment (See attached amendment H1344A6)

Rep. Clark moved to amend amendment H1344A6 with amendment H1344A7).

THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.

Rep. Mahoney moved that HF729, First Engrossment, as amended, be recommended to pass and placed on the General Register.

Chair Carlson moved to incorporate the language contained in HF1682, First Engrossment, as amended, into HF729, First Engrossment, as amended, as a separate article with instructions to the Revisor to make technical corrections and adjust the title accordingly. THE MOTION PREVAILED.

Rep. Clark moved to incorporate the language contained in HF1344, First Engrossment, as amended, into HF729, First Engrossment, as amended, as a separate article with instructions to the Revisor to make technical corrections and adjust the title accordingly. THE MOTION PREVAILED.

Rep. Mahoney renewed the motion that HF729, First Engrossment, as amended, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.
