WAYS AND MEANS COMMITTEE

MINUTES

Representative Carlson, Chair of the Ways and Means Committee, called the meeting to order at 8:10 A.M. on Friday, April 26, 2013, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Lenczewski moved approval of the minutes of Monday, April 22, 2013. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Chair Carlson moved that SF489, Second Engrossment, be recommended to pass and be placed on the General Register.

Chair Carlson moved to amend SF489, Second Engrossment, by deleting everything after the enacting clause and inserting the language of HF629, First Engrossment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Carlson moved to amend SF489, Second Engrossment, as amended. (See attached amendment H0629-5A). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Murphy, M., presented, SF489, Second Engrossment, as amended. (Murphy, M.) Omnibus Pensions Bill.

Responded to questions regarding SF489, Second Engrossment, as amended:

Larry Martin, Executive Director, Legislative Commission on Pensions and Retirement
Mary Vanek, Executive Director, Minnesota Public Employees Retirement Association (PERA)
Dave Bergstrom, Director, Minnesota State Retirement System (MSRS)

SF489, Second Engrossment, as amended, was laid over.

Chair Carlson moved that HF1152, First Engrossment, be recommended to pass and placed on the General Register.

Chair Carlson moved to amend HF1152, First Engrossment. (See attached amendment
H1152-8A). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.



Rep. Murphy, M., presented HF1152, First Engrossment, as amended. (Murphy) Retirement; various provisions modified relating to retirement plans, benefits and contributions, vesting, computing annuities, postretirement adjustments, disability, early retirement, survivor benefits, new judges, existing judges, MSRS and PERA, Teachers Retirement Association, Duluth and St. Paul Teachers Retirement Fund Associations, and salary and payroll assumptions.

Responded to questions regarding HF1152, First Engrossment, as amended:

SF489, Second Engrossment, as amended, was brought back before the committee.

Chair Carlson moved that the language contained in HF1152, First Engrossment, as amended, be inserted into SF489, Second Engrossment, as amended, as separate articles. THE MOTION PREVAILED.

Chair Carlson renewed the motion that SF489, Second Engrossment, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

The meeting was adjourned at 9:17 A.M.
