MINUTES
Representative Carlson, Chair of the Ways and Means Committee, called the meeting to order at 7:18 P.M. on May 14, 2013, in Room 200 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Rep. Anderson, S. moved approval of the minutes of Monday, May 6, 2013. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.
Chair Carlson moved that HF1297, First Engrossment, be recommended to pass and placed on the General Register.
Rep. Carlson presented HF1297, First Engrossment (Carlson) Legislative Advisory Commission, Legislative Coordinating Commission, Legislative Commission on Pensions and Retirement, Compensation Council, and Mississippi River Parkway Commission provisions changed.
Chair Carlson renewed the motion that HF1297, First Engrossment, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.
A discussion was held regarding the CS-RES04-4 Budget Resolution adopted by the Ways and Means Committee on March 20, 2013 and amended April 10, 2013, April 12, 2013 and May 6, 2013.
Rep. Carlson moved to amend CS-RES04-4, Budget Resolution. (See attached Amendment
CS-RES04-A5).
Bill Marx, Fiscal Analyst, explained Amendment CS-RES04-A5 and responded to questions.
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Chair Carlson moved that HF1832 be recommended to pass and placed on the General Register.
Rep. Schomacher presented HF1832 (Schomacker) Disaster aid money appropriated to match federal aid for the April 2013 severe winter storm in southwest Minnesota.
Chair Carlson moved to amend HF1832. (See attached amendment
H1832A1). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Chair Carlson moved to amend HF1832, as amended. (See attached amendment
H1832A2).
Bill Marx explained Amendment H1832A2.

Chair Carlson renewed the motion that HF1832, as amended, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.
Chair Carlson moved that HF1823, First Engrossment, be recommended to pass and placed on the General Register.
Rep. Metsa presented HF1823, First Engrossment (Metsa) Council authorized to establish salaries for legislators, Compensation Council composition changed, and constitutional amendment proposed.
Bill Marx explained the fiscal implications of HF1823, First Engrossment.
