MINUTES

Representative Carlson, Chair of the Ways and Means Committee, called the meeting to order at 9:34 A.M. on Tuesday, April 22, 2014, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Kahn moved approval of the minutes of Tuesday, April 8, 2014. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Chair Carlson moved that HF2949, First Engrossment, be recommended to be placed on the General Register.

Rep. Persell presented HF2949, First Engrossment (Persell) Unemployment insurance program policy and housekeeping changes made.

Rick Caligiuri, Director, Unemployment Insurance, Minnesota Department of Employment and Economic Development (DEED) responded to questions regarding HF2949, First Engrossment.

Chair Carlson renewed the motion that HF2949, First Engrossment, be recommended to be placed on the General Register. THE MOTION PREVAILED.

Chair Carlson moved that HF2543, Third Engrossment, be recommended to be placed on the General Register.

Rep. Hortman presented HF2543, Third Engrossment (Hortman) Data classified, reporting requirements modified, permitting efficiencies modified and created, Pollution Control Agency duties modified, administrative penalty order and field citation provisions modified, civil penalties provided, rulemaking required, and money appropriated.

Chair Carlson renewed the motion that HF2543, Third Engrossment, be recommended to be placed on the General Register. THE MOTION PREVAILED.

Rep. Atkins moved that SF1689, First Engrossment, be recommended to be placed on the General Register.

Rep. Atkins moved to insert the language of HF1938, First Engrossment into SF1689. THE MOTION PREVAILED.


Rep. Atkins presented SF1689/HF1938, First Engrossment (Atkins) Minnesota FAIR plan employee benefits authorized.

Rep. Atkins moved to reconsider the motion to insert the language of HF1938, First Engrossment into SF1689. THE MOTION PREVAILED.

Rep. Atkins withdrew the amendment.

Rep. Atkins renewed the motion that SF1689, First Engrossment, be recommended to be placed on the General Register. THE MOTION PREVAILED.

Chair Carlson moved that HF2265, Third Engrossment, be recommended to be placed on the General Register.

Chair Carlson moved to amend HF2265, Third Engrossment. (See attached amendment H2265A6).

Bill Marx, Fiscal Analyst, presented an oral amendment to Amendment H2265A6, as follows:

Page 1, line 5, after “are” insert “deposited in an account in the special revenue fund and are”

Chair Carlson incorporated the oral amendment.

THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.

Rep. Laine presented HF2265, Third Engrossment, as amended (Laine) Secretary of state authorized to obtain data from the Public Safety Department to share data.

Elizabeth Fraser, Director of Governmental Affairs, Office of the Minnesota Secretary of State, responded to questions regarding HF2265, Third Engrossment, as amended.

Chair Carlson renewed the motion that HF2265, Third Engrossment, as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.

Rep. Hausman moved that HF2491, First Engrossment, be recommended to be placed on the General Register.

Rep. Hausman moved to amend HF2491, First Engrossment. (See attached amendment H2491A2). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Hausman presented HF2491, First Engrossment, as amended (Hausman) Higher education asset preservation and replacement (HEAPR) at the University of Minnesota and Minnesota State Colleges and Universities funding provided, bonds issued, and money appropriated.

Bill Marx, responded to questions regarding HF2491, First Engrossment, as amended.

Rep. Hausman renewed the motion that HF2491, First Engrossment, as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.

Rep. Hausman moved that HF2031 be recommended to be placed on the General Register.

Rep. Hausman presented HF2031 (Hausman) Public housing rehabilitation and debt service on additional housing infrastructure bonds issued by the Minnesota Housing Finance Agency funding provided, bonds issued, and money appropriated.

Rep. Hausman moved to amend HF2031 (See attached amendment H2031A1). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Hausman renewed the motion that HF2031, as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.
