AGRICULTURE POLICY COMMITTEE

MINUTES

Representative Anderson, Chair of the Agriculture Policy Committee, called the meeting to order at 10:18 a.m. on March 24, 2016 in Hearing Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Anderson started the meeting at 10:15 a.m. A quorum was not present.

Chair Anderson called the meeting to order at 10:18 a.m. a quorum was present.

HF3186 Grain credit contract indemnity program established, bond amounts for licensed grain buyers increased, portion of sales tax revenue derived from the sale of grain bins dedicated, sales tax on grain bins eliminated, gross receipts tax for grain bins established to fund the indemnity payments if program funding falls below a threshold amount, and money appropriated.

Chair Anderson moved HF3186 be re-referred to the Committee on Civil Law and Data Practices.

Chair Anderson moved the H3186A1 amendment. THE MOTION PREVAILED.

Testifying on HF3186 as amended, Rep. Swedzinski, Leon Van Derstyne, Ken Woller, Bob Zelenka, Minnesota Grain and Feed Association, Jerry Schoenfeld, MN Soybean Growers.

Chair Anderson renewed his motion that HF3186 as amended, be re-referred to the Committee on Civil Law and Data Practices. THE MOTION PREVAILED.

HF2365 Drainage system repair procedures modified.

Rep. Backer moved HF2365 be re-referred to the Committee on Environment and Natural Resources Finance and Policy.

Testifying on HF2365, Rep. Backer, Allen Wold, Manager Bois de Sioux Watershed District.

Representative Backer renewed his motion that HF2365 be re-referred to the Committee on Environment and Natural Resource Policy and Finance. THE MOTION PREVAILED.

HF3159 Buffer requirements on public waters and drainage ditches clarified and modified.

Testifying on HF3159, Rep. Backer, Allen Wold, Manager Bois de Sioux Watershed District.



HF3000 Buffer requirements on public waters and drainage ditches clarified and modified

Testifying on HF3000, Rep. Torkelson, Ron Harnack, Red River Watershed Districts, David Weirens, Minnesota Board of Water and Soil Resources Tim Loesh, Minnesota Department of Natural Resources.

The committee adjourned at 12:11 p.m.
