MINUTES

Representative Scott, Chair of the Civil Law and Data Practices Committee, called the meeting to order at 8:15 A.M. on March 24th, 2016, in Hearing Room Ten of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Scott called the meeting to order at 8:15 A.M. A quorum was present.


Representative Johnson moved to approve the minutes of March 22nd, 2016. THE MOTION PREVAILED.

HF1598-(McNamara)
Right-of-way mowing restrictions modified, and criminal penalties provided.

Representative Gruenhagen moved that HF1598 be re-referred to the committee on Environment and Natural Resources.

Representative Johnson moved the H1598A1 Amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Open meeting law modified, and open meeting with public comment prior to land acquisition required.

Representative Gruenhagen moved that HF2603 be re-refereed to the committee on Mining and Outdoor Recreation.

Representative Gruenhagen moved the H2603DE2. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Scott moved to incorporate the following oral amendment to HF2603 Amendment: On page 1, line 1.14 after the word “commissioner” add “of natural resources”. THE AMENDMENT WAS INCORPORATED.

Environment and natural resources trust fund money appropriated, Legislative-Citizen Commission on Minnesota Resources provisions modified, and trust fund money use requirements added.

Representative Smith moved that HF2993 be re-referred to Ways and Means.

Family law case alternative dispute resolution information required to be provided by the court.

Representative Vogel moved that HF3308 be re-referred to the committee on Public Safety and Crime Prevention.

Representative Vogel renewed his motion that HF3308 be re-referred to the committee on Public Safety and Crime Prevention. THE MOTION PREVAILED.

Representative Johnson moved to reconsider HF3308. THE MOTION PREVAILED.

Representative Vogel moved that HF3308 be re-referred to the committee on Public Safety and Crime Prevention.

Representative Vogel moved the H3308A1 Amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Represenative Hilstrom moved to incorporate the following oral amendment to HF2742: On page 2, lines 2.17 and 2.26 change “possible to practicable”. THE AMENDMENT WAS INCORPORATED.

Chair Scott renewed her motion that HF2742 be re-referred as amended to the General Register. THE MOTION PREVAILED.

The meeting was adjourned at 8:42 A.M.
