MINUTES

Representative Joe Hoppe, Chair of the Commerce and Regulatory Reform Committee, called the meeting to order at 2:50 P.M. on January 28th, 2015, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Kresha moved that the minutes of January 20, 2015 be adopted. THE MOTION PREVAILED.

HF296 (Knoblach) Exempting bingo halls from combined net receipts.

Chair Hoppe moved that HF296 be re-referred to the Taxes Committee.

Chair Hoppe moved to adopt the A15-0005 amendment (Knoblach).

Chair Hoppe renewed the motion to adopt the A15-0005 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Hoppe moved to reconsider the A15-0005 amendment. THE MOTION PREVAILED.

Representative Atkins moved an oral amendment to reduce the tax rate to charitable organizations by one half.

Representative Atkins withdrew his motion.

Chair Hoppe incorporated a modification to the A15-0005 amendment as follows: delete “electronic linked bingo; and (4)” on lines 1.5 and l.6. Add “and” after (2) tipboard deals or games.

Chair Hoppe renewed the motion on the A15-0005 amendment as modified and instructed non-partisan staff to make any appropriate technical corrections as necessary. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Hoppe renewed his motion to re-refer HF 296 as amended to the Taxes Committee.
THE MOTION PREVAILED.

HF51 (Davids) Lottery ticket sales through a website or self-service device suspended.
Representative Davids moved that HF51 to be re-referred to the Committee on State Government Finance.

Chair Hoppe temporarily laid over HF51.
HF374 (Sanders) Clarifying, conforming, and technical changes made to lawful gambling games, prizes, and other provisions regulating conduct of lawful gambling modified; director of State Lottery prohibited from offering casino-style games, sale of tickets of the State Lottery through a website or self-service devices suspended.
Representative Sanders moved that HF374 to be re-referred to the Committee on State Government Finance.

Representative Davids renewed the motion that HF51 to be re-referred to the Committee on State Government Finance as amended. THE MOTION PREVAILED.

The meeting was adjourned at 4:21 P.M.
