MINUTES

Representative Sondra Erickson, Chair of the Education Innovation Policy Committee, called the meeting to order at 8:17 AM on March 24, 2016, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Erickson called the meeting to order at 8:17 A.M. A quorum was present.

Representative Whelan moved that the minutes of March 17, 2016 be approved. THE MOTION PREVAILED.

Representative Yarusso moved that the minutes of March 22, 2016 be approved. THE MOTION PREVAILED.

HF2511(Barrett): Charter school provisions modified.

Representative Erickson moved HF2511 be laid over for possible inclusion in an omnibus bill.

Representative Erickson moved the A16-0830 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Eugene Piccolo, Executive Director, Minnesota Association of Charter Schools, testified in favor of HF2511.

Dr. Chris Richardson, Superintendent of Northfield Public Schools, testified in favor of 2511.

Heide Miller, Director of Business Services, Chisago Lakes Schools, testified in favor of 2511.

Kevin McHenry, Assistant Commissioner Minnesota Department of Education, testified for the record, the Department of Education’s stance on HF2511, offered clarifications for standing law and how it relates to HF2511.

Paula Higgins, Minnesota Department of Education, testified in favor of HF2511.

Representative Erickson renewed the motion that HF2511, as amended, be laid over for possible inclusion in an omnibus bill. THE MOTION PREVAILED.

Representative Erickson introduced and summarized HF2778 to the Education Innovation Policy Committee. No motions were offered or taken.
Representative Erickson introduced to the Education Innovation Policy Committee HF3204, and the accompanying ‘delete everything’ amendment A16-0937. No motions were offered or taken.

Lisa Larson, Non-Partisan House Research, summarized and clarified both HF3204 and the A16-0937 amendment.

Representative Mariani, for the record, spoke to the process of incorporating the DE A16-0937 amendment for HF3204.

The meeting was adjourned at 9:40 A.M.
