MINUTES


Representative McNamara, Chair of the Environment & Natural Resources Committee, called the meeting to order at 8:18 a.m. on March 4, 2015 in Hearing Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Johnson moved to approve the minutes of March 3, 2015.
THE MOTION PREVAILED.

Representative Fabian moved HF690 (Section 404 permit program feasibility study provided funding, and money appropriated) for possible inclusion to an omnibus bill.

Fabian moved the H0690A1 amendment.

Testifying before the committee on HF690 were:

Dave Weirens, Assistant Director to Programs and Policy, BWSR;
Steve Colvin, Deputy Director, DNR;

Representative Hansen requested a roll call vote on H0690A1 amendment. The results were:

On a vote of 10 AYES and 6 NAYS THE MOTION DID NOT PREVAIL.

Representative Fabian renewed his motion on HF690, as amended, for possible inclusion to an omnibus bill.

Representative McNamara moved HF1328 (Conservation easement stewardship accounts created, and money appropriated) for possible inclusion to an omnibus bill.

Testifying before the committee on HF1328 was:
Susan Damon, Land Acquisition & Legal Services Manager, DNR;
Bill Penning, Conservation Easement Section Manager, BWSR.

Representative McNamara moved to orally amend HF1328 as follows:

Line 2.2, delete ”contracts” and insert “contacts”, and on line 3.11, delete ”contracts” and insert “contacts”.

Representative McNamara moved HF1326 (Public entity purchasing requirements, recycling and solid waste provisions, subsurface sewage treatment systems provisions, compensable losses due to harmful substances, and eligibility for certain grants modified; and rulemaking required) for possible inclusion to an omnibus bill.

Testifying before the committee on HF1326 were:
Kirk Koudelka, Assistant Commissioner – Legislative/Land Policy;
Gary Krueger, Supervisor, MPCA Remediation Program;
Doug Carnival, for the National Waste & Recycling Association.

Vice Chair Fabian assumed the Chair at 9:27 a.m.
Chair McNamara assumed the Chair at 9:30 a.m.

The meeting was adjourned at 9:41 a.m.
