MINUTES

Representative Steve Green, Vice Chair of the Greater Minnesota Economic & Workforce Development Policy Committee, called the meeting to order at 12:47 p.m. on February 17th, 2015, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was not present.

Representative Norton discussed HF682 (Destination medical center; Public Infrastructure definition modified, and local matching contribution clarified).

A quorum was present at 12:50 p.m.

Representative Hancock moved that the minutes of Thursday, February 12, 2015 be adopted. THE MOTION PREVAILED.

Representative Norton moved that HF682 (Norton) be recommended to pass and be re-referred to the Committee on Job Growth and Energy Affordability Policy and Finance.

Representative Norton continued presenting HF682.

Chair Gunther assumed the gavel at 12:55 p.m.

Testifying before committee were the following in favor of HF682:

Ardell Brede, Mayor of Rochester;
Randy Staver, President, Rochester City Council.

Representative Norton renewed the motion that HF682 pass, and be re-referred to the committee on Job Growth and Energy Affordability Policy and Finance. THE MOTION PREVAILED.

Representative Gunther moved that HF209 (Quam) be recommended to pass and be re-referred to the Job Growth and Energy Affordability Policy and Finance.

Representative Quam presented HF209 (Dodge County excluded from Southeast Minnesota Multicounty Housing and Redevelopment Authority).

Testifying before committee were the following in favor of HF209:

Jim Elmquist, Dodge County Administrator;
Amy Van Raam, Director, Dodge Center Housing & Redevelopment Authority;
Rod Peterson, Dodge County Commissioner.


Representative Gunther renewed the motion that HF209 pass, and be re-referred to the Committee on Job Growth and Energy Affordability Policy and Finance. THE MOTION PREVAILED.

Representative Gunther moved that HF578 (Franson) be recommended to pass and be re-referred to the Job Growth and Energy Affordability Policy and Finance.

Representative Franson presented HF578 (Greater Minnesota business development public infrastructure grant program modified, bonds issued, and money appropriated).

Testifying before committee were the following in favor of HF578:

Heidi Omerza, Ely City Council Member, President of the Coalition of Greater
Minnesota Cities;
Dan Dorman, Executive Director, Greater Minnesota Parthership;
Jarel Nelsen, Community Development Director, City of Staples.

Representative Gunther renewed the motion that HF578 pass, and be re-referred to the committee on Job Growth and Energy Affordability Policy and Finance. THE MOTION PREVAILED.

Representative Gunther moved that HF579 (Franson) be recommended to pass and be re-referred to the Job Growth and Energy Affordability Policy and Finance.

Representative Franson presented HF579 (Greater Minnesota business development public infrastructure grant program modified, bonds issued, and money appropriated).

Representative Gunther renewed the motion that HF579 pass, and be re-referred to the committee on Job Growth and Energy Affordability Policy and Finance. THE MOTION PREVAILED.
