MINUTES

Representative Steve Green, Vice Chair of the Greater Minnesota Economic & Workforce Development Policy Committee, called the meeting to order at 12:48 p.m. on February 24th, 2015, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Lien moved that the minutes of Thursday, February 19, 2015 be approved. THE MOTION PREVAILED.

Representative Nornes presented HF91 (Property tax exemptions authorization granted to municipalities for new and expanding business property).

Chair Gunther moved that HF91 be laid over in Committee. THE MOTION PREVAILED.

Chair Gunther moved that HF496 (Nornes) be recommended to pass and be re-referred to the Committee on Taxes.

Representative Nornes presented HF496 (Building materials and supplies exempted from sales tax).

Testifying before committee were the following in favor of HF496:

Dan McElroy, Executive Vice President of Mn Resort & Campground Association;
Joel Larson, Government Relations, Congress of Mn Resorts.

Chair Gunther renewed the motion that HF496 pass, and be re-referred to the committee on Taxes. THE MOTION PREVAILED.

Vice Chair Green moved that HF872 (Albright) be recommended to pass and be re-referred to the Committee on Job Growth and Energy Affordability Policy and Finance.

Representative Albright presented HF872 (Technology corporate franchise tax certificate transfer program established).

Testifying before committee were the following in favor of HF872:

Genevieve Plumadore, Director of Government Relations for LifeScience Alley.

Vice Chair Green renewed the motion that HF872 pass, and be re-referred to the Committee on Job Growth and Energy Affordability Policy and Finance. THE MOTION PREVAILED.



Chair Gunther moved that HF665 (Erhardt) be recommended to pass and be re-referred to the
Committee on Taxes.

Representative Erhardt presented HF665 (State general levy on seasonal recreation property phased out over five years).

Testifying before committee were the following in favor of HF665:

Jeff Forester, Executive Director of Mn Lakes and Rivers.

Chair Gunther moved the H0665A1 amendment. THE MOTION PREVAILED.

Chair Gunther renewed the motion that HF665 pass, as amended, and be re-referred to the committee on Taxes. THE MOTION PREVAILED.

The meeting was adjourned at 2:20 p.m.
