MINUTES

Representative Dean, Chair of the Health and Human Services Finance Committee, called the meeting to order at 12:47pm on April 7th, 2016, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative McDonald called the meeting to order at 12:47pm, a quorum was present.

Representative Backer moved approval of the April 5th, 2016 minutes. The motion PREVAILED. The minutes were APPROVED.

Representative McDonald moved that HF 2233 be laid over.

Representative Schultz and Maude Dornfeld, Executive Director, Life House, testified on HF 2233.

Representative McDonald renewed his motion that HF 2233 be laid over. The motion PREVAILED.

Representative Halverson moved that HF 2767 be laid over.

Representative Halverson and Mindy Paurus testified on HF 2767.

Representative Halverson renewed her motion that HF 2767 be laid over. The motion PREVAILED.

Representative Zerwas moved that HF 2344 be re-referred to the Committee on Ways and Means.

Representative Zerwas testified on HF 2344.

Representative Zerwas renewed his motion that HF 2344 be re-referred to the Committee on Ways and Means. The motion PREVAILED.

Representative Franson moved that HF 3436 be re-referred to the General Register.

Representative Franson moved the following oral amendment to HF 3436, Delete line 1.3 and insert: “requiring a report to the legislature and governor.” The motion PREVAILED.

Representative Franson moved the following oral amendment to HF 3436, as amended, Page 2, Line 9, delete “and”; Page 2, line 11, delete the period and insert “; and”; Page 2, after line 11, insert: “(10) consider options for conducting exit interviews with providers who leave the child care field or choose not to be relicensed.” The motion PREVAILED.

Representative Franson and Tracy Stengel, Minnesota Association of Child Care Professionals (MACCP), testified on HF 3436, as amended.

Representative Franson renewed her motion that HF 3436, as amended, be re-referred to the General Register. The motion PREVAILED.

Representative Mack moved that HF 3419 be re-referred to the General Register.

Representative Mack moved the A1 amendment. The motion PREVAILED.

Representative Mack moved the A2 amendment. The motion PREVAILED.

Representative Mack and Melissa Finnegan, MDH, testified on HF 3419, as amended.

Representative Mack renewed her motion that HF 3419, as amended, be re-referred to the General Register. The motion PREVAILED.

The meeting adjourned at 1:33pm.
