MINUTES

Representative Bob Dettmer, Chair of the Veterans Affairs Division, called the meeting to order at 12:49 on February 23, 2015, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Greg Davids moved to approve the minutes of February 16, 2015. THE MOTION PREVAILED.

Vice Chair Representative Dave Hancock moved to recommend HF 453 be re-referred to the Committee on Legacy Funding Finance.

HF453 Hancock, Veterans programs funding provided, and money appropriated.

Vice Chair Representative Dave Hancock moved to orally amend HF 453 in the following:
Page 1, line 5, delete “is” and insert "and $100,000 in fiscal year 2017 are."

THE MOTION PREVAILED AND THE ORAL AMENDMENT WAS ADOPTED.

Vice Chair Representative Dave Hancock introduced HF 453.

David O'Fallon, the President of the Minnesota Humanities Center, and Trista Matascastillo, the Program Officer of Veterans’ Voices with the Minnesota Humanities Center testified in favor of HF 453.

Richard Leonard, Humanities Center Advocate; Jill Troutner, Women Veterans Interactive; and Jerry Kyser, Vice Chair of the United Veterans Legislative Coalition, testified about the benefits of the Veterans' Voices program and their involvement in it.

Vice Chair Representative Dave Hancock moved to recommend HF 453, as amended, be re-referred to the Committee on Legacy Funding Finance. THE MOTION PREVAILED.

Chair Representative Bob Dettmer moved to recommend HF 450 be re-referred to the Committee on State Government Finance.

HF 450 Lohmer, Military Spouses and Families Day established

Representative Kathy Lohmer introduced HF 450.

Kendra Lohmer testified about how rewarding and difficult being a military spouse and being a member of a military family can be.

Richard Glasgow, the Founder of Dear American Hero, testified about his own experience and Dear American Hero's experience with military families.

Don Kerr, Executive Director of the Minnesota Department of Military Affairs, testified about plans for a memorial to commemorate military families.

Chair Representative Bob Dettmer renewed his motion to recommend HF 450 be re-referred to the Committee on State Government Finance. THE MOTION PREVAILED.

Vice Chair Representative Dave Hancock assumed the gavel at 1:33 PM.

Representative Bob Dettmer moved to recommend HF 546 be re-referred to the Committee on Civil Law and Data Practices.

HF 546 Dettmer, Government entity permitted to release military release forms to another government entity for purpose of locating records.

Representative Bob Dettmer introduced HF 546.

Don Kerr, Executive Director of the Minnesota Department of Military Affairs, testified that the Department of Military Affairs supports HF 546 and explained further the benefits of HF 546.

Kay Wrucke, Minnesota Association of County Officers, testified in favor of HF 546.
Representative Bob Dettmer renewed his motion to recommend HF 546 be re-referred to the Committee on Civil Law and Data Practices. THE MOTION PREVAILED.

Representative Bob Dettmer moved to recommend HF 841 be re-referred to the Committee on Higher Education Policy and Finance.

HF 841 Dettmer, Resident status granted for purposes of higher education grants and scholarships to members of the state's National guard who reside in the state.

Representative Bob Dettmer moved the H0841A2 Amendment. THE MOTION PREVAILED.

Representative Bob Dettmer introduced HF 841.

Don Kerr, the Executive Director of the Minnesota Department of Military Affairs, testified in favor of HF 841.

Representative Bob Dettmer moved that HF 841, as amended, be re-referred to the Committee on Higher Education Policy and Finance. THE MOTION PREVAILED.

The Veterans Affairs Division adjourned at 1:46 PM.
